The industry is a rice sheller unit and was granted CTOs under the Water Act, 1974 vide no. CTOW/Fresh/SGR/2023/20772664 and the Air Act, 1981 vide no. CTOA/Fresh/SGR/2023/20772666 both dated 09.01.2023 and both valid upto 30.09.2027 for the manufacturing of Sorted raw rice (with dryer) @ 4.0 TPH by processing of Paddy @ 6.0 TPH, as raw material.
Now, the industry has obtained consent to establish install 2 nos. mechanical dryers and boiler plant to produce Sorted raw rice with dryer/Steamed rice @ 4.0 TPH and Parboiled rice @ 2.0 TPH by using Paddy @ 9.0 TPH after expansion.
Now, the industry has applied for obtaining consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, to produce Sorted raw rice with dryer/Steamed rice @ 4.0 TPH and Parboiled rice @ 2.0 TPH by using Paddy @ 9.0 TPH after expansion with requisite documents and fee under orange category.
To check the contention of the application submitted, the industry was visited by undersigned on 05/04/2024 and it was observed as under:-
1. The industry was in operation for manufacturing of Steamed Rice.
2. The industry has installed all the proposed machinery in its premises.
3. The industry has covered all the processing sheds.
4. The industry has provided one number boiler of capacity 6 TPH equipped with multi cyclone as APCD and stack of adequate height.
5. The industry had provided separate cyclone separator as APCD with shelling section as well as dryer section with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone separator.
6. The industry has provided sampling arrangements with the stack of the APCD.
7. The industry has provided brick road from main gate of the
industry to the rice husk area for the movements of vehicles.
7. The industry has made plantation along the boundary wall of the rice sheller.
8. The industry had provided brick wall of 10 feet height and wind screen of 5 feet height over the said wall, in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point.
9. The industry has installed Saila plant to produce saila rice @ 2TPH while using Paddy @3TPH. The industry has installed ETP based on biological treatment for the treatment of entire trade effluent. The industry has also submitted completion certificate from M/s. Laj Engineering Environmental Consultants, Barnala.
10. The industry has developed around 1.5 acre plantation area, which is adequate to utilise entire treated trade effluent.
As above, the industry is complying with the code of practices prescribed for such type of units.
No complaint is pending against the industry. The industry was found complying with NOC conditions during last visit and consents were granted thereafter.
Keeping in view of above, it is recommended that the consent to operate for installation of mechanical dryer (2 nos.) and a boiler plant of capacity 6.0 TPH in its existing land measuring 28 kanal 3 marla, may be granted to manufacture Sorted raw rice with dryer/Steamed rice @ 4.0 TPH and Parboiled rice @ 2.0 TPH by using Paddy @ 9.0 TPH may be granted upto 30.09.2028 with suitable conditions as per policy of the Board.
The competency for grant of consents/NOC to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office.
