• The industry is small scale, red category Lead Smelting unit.
• The industry was earlier granted consent to established under Water (Prevention & Control of Pollution) Act, 1974 Vide No. CTE/Fresh/JAL1/2021/17127778 dated 02.11.2021 Valid upto 01.11.2022 for proposed to manufacturing of lead @ 9 T/day by using used batteries / lead scrap @ 14 T/day as raw material under red category.
• Earlier, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 and the same was returned as decided by the Competent Authority of the Board.
• Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for processing of manufacturing of lead @ 9 T/day by using used batteries / lead scrap @ 14 T/day as raw material under red category.
• Earlier the industry has already deposited consent fee of Rs. 27000/- vide UTR No. 523278374 dated 22.12.2021 under Air Act, 1981 and Rs. 27000/- vide UTR No. 510687987 dated 22.12.2021 under Water Act, 1974.
• Now the industry has deposited consent fee of Rs. 14400/- vide UTR No. 870603641 dated 11.03.2024 under Water Act, 1974. Rs. 14400/- vide UTR No. 319466867 dated 11.03.2024 under Air Act, 1981 and Rs. 10000/- AUC fee. vide R .No. 80/5549 dated 12.03.2024 against the fixed assets of Rs. Rs. 93.19 Lacs as on 19.02.2024, which are adequate upto 30.06.2028.
• The industry has submitted compliance report of previous granted CTE (NOC), feasibility report, registry of the land, principal approval with the application.
• The industry has also submitted approved building plan from competent person under Director of factories Act, Punjab.
• The Industry has submitted completion certificate regarding machinery and APCD at the site.
• The industry has submitted DTP certificate issued vide letter no.547 dated 16.03.20321 which is mentioned General Industrial Zone.
• The industry has submitted point wise compliance SOPs and the same is attached in agenda note.
Now, the industry is complying with the CPCB revised SOPs for recycling of lead scrap/used lead acid batteries in year 2024, which have additional compliance to be made. RO to compare and check whether all compliance's of new SOPs 2024 is being done. All compliances of SOPs 2024 is added above.
• The industry was visited by the officer of this office on 18.04.2024 and it was observed that:-
• During the visit, industry was not in operation as it is yet to be commissioned yet .
• The industry has installed 1 No. rotary furnace and one mandir bhatti with gravity settling chamber followed by bag filter house followed by twin cyclone followed by wet scrubber as APCD.
• There is no source of generation of trade effluent, only domestic effluent is discharged onto land for plantation after septic tank.
• The industry is a small scale red category unit and the competency to decide such type of case lies with Senior Environmental Engineer, ZO, Jalandhar.
Keeping In view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2028 with special conditions as under:-
1. The industry shall make all adequate arrangements for compliance of Standard Operating Procedure (SOP) prescribed for lead smelting units, before its commissioning.
