File Note: It is submitted that the industry is a large scale orange category spinning unit. Earlier, the industry was granted renewal of consents to operate of the Board under Water Act, 1974 vide no. CTOW/Renewal/BAR/2022/18194686 dated 04/01/2023 & Air Act, 1981 vide no. CTOA/Renewal/BAR/2023/20422580 dated 04/01/2023, both valid upto 31/03/2024, with suitable conditions and special condition that :- 1. The industry will operate & maintain its STPs regularly and efficiently, so as to achieve the prescribed effluent standards on regular basis. 2. The industry shall comply with the guidelines of the Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water. 3. The industry shall not add any additional air polluting source without prior written permission of the Board. Now, the industry has applied for the renewal of consent to operate under Air Act, 1981 for the same production i.e. manufacturing of Cotton Yarn/ Synthetic Yarn @ 23.0 MTD by using Polyster/ Acryllic Fibre @ 30 MTD as raw material. The industry has deposited consent fee through online under Water Act, 1974 Rs. 168,500/- vide UTR no. N061240205274626 dated 01/03/2024 and Rs.1800 vide UTR no. N080240206540251 dated 20.03.2024 as NOC regularization fees against the fixed assets of value of Rs. 86.63/- Crore. The industry stated that it has deposited consent fees of water act also with the air consent Application. Hence after deducting water consent fees of Rs. 84,000. Total fee deposited by the industry is adequate upto 31/03/2025 under the Air Act, 1981 and Water Act 1974. To verify the facts, the industry was visited by AEE of this office on 12/03/2024 and it was observed as under :- 1. The industry was in operation and engaged in the Process of spinning of cotton / polyster / acrylic fibre for manufacturing of cotton / synthetic yarn. 2. The Unit has installed two Spinning sheds, however only one shed was in operation during visit. The Representative informed due to recession the work is less. 3. The industry has installed 03 no. D.G sets of capacity 1000 KVA, 500 KVA and 320 KVA equipped with canopies and stack of adequate height. 4. The industry generate only domestic effluent and for the treatment of the same it has installed the STP and same was found not in operation during visit. The Representative claimed that STP is not in operation due to maintenance. 5. However, the Condition of STP indicates that it is not being operated on regular basis, algae was also seen in the tube settler. Due to non operation of STP sampling could not be carried out. The industry also not submitted any analysis report of its effluent sampling. 6. The wear at tube settler was also found rusted. 7. The Wild grass was seen in the plantation area and required to maintain it properly. 8. The Industry has maintained the record of STP discharge and as per record of last three months (1-12-23 to 29-2-24) Avg. discharge of the unit is around 26.66 KLD. 9. The industry is not complying with the consent conditions earlier granted to it under the Water Act. Show cause notice has already been processed separately through consent application for refusal of the consent to operate under the Water Act, 1974. In view of above, it is recommended that consent to operate under the Air Act, 1981 may be granted to the industry upto 31.03.2025 (upto adequacy of fee) with suitable conditions.
