File Note: Sir, the industry is a small scale orange category service station unit and was earlier granted consent under Water Act, 1974 & under Air Act, 1981 both valid upto 30/09/2024. Thereafter, the service station was visited by the officers of this office and some violations were observed. Accordingly, the notice u/s 33-A of the Water Act, 1974 was issued to industry with hearing before the CEE, Ludhiana on 17.07.2023, wherein it was decided that:- 1. An Environment compensation of Rs. 1.0 lacs is imposed to the industry for the damage caused to the environment. 2. The industry shall operate its ETP regularly & efficiently so as to achieve the prescribed standards. 3. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, within 07 days. 4. The RO shall monitor the pollution control devices of the industry, immediately and shall process the consent applications on merit. Accordingly, the service station was visited by RO on 15.01.2024 and effluent samples were collected from the outlet of the ETP and as per the analysis report the samples failed to qualify with the prescribed limits of the Board. It was also observed that the ETP installed by the industry is not been operated properly and the dozing was not upto the mark. sludge was also found disposed in open area. It is also informed that meanwhile the service station has obtained consent to operate under Water Act, 1974 & Air Act, 1981 through auto renewal system both valid upto 30.06.2028. Further the PP had failed to deposit Environmental compensation of Rs. 1.0 Lacs imposed on the service station. Accordingly, directions u/s 33-A of Water Act, 1974 were issued to the industry for disconnection of electric supply vide letter no. 1535-36 dated 12.03.2024. The electricity connection has been disconnected vide TDCO number 1016 dated 09.04.2024. Now, the industry has applied for fresh consent to operate under Water Act, 1974. The site of service station was visited by RO on 15.04.2024 and it was observed as under:- 1. The workshop was not in operation during the visit due to disconnection of electric supply. 2. The workshop has installed ETP for the treatment of trade effluent generated from washing process. The workshop has now installed water meter at the final outlet. The workshop has also carried out some modification in dozing section for effective dozing of chemicals in the process. 3. The service station has been advised to maintain proper record once it come in operation. 4. The workshop has installed 01 no. of paint chamber with inbuilt filter. 5. The workshop has installed 1 no. D.G. set of 125KVA with canopy. 6. The industry is now complying with the provisions under Water Act, 1974. RO further reported that the industry has now deposited EC of Rs. 1.0 Lacs in Regional Office. The industry has provided new chemical dozing pumps, replaced filter media and carbon of both filters and there is no byepass. The industry has stored ETP sludge and paint sludge packed in HDPE bags and stored in hazardous waste room and has applied for hazardous waste authorization which is under process. RO recommended that the electric connectdion may be restored temporarily for six months and consent to operate under Water Act, 1974 & Air Act, 1981 may be granted to the industry for a short term of six months with special conditions that:- I. The service station shall maintain regular record of operation of ETP and shall submit a copy of the same 5th of every month to Regional Office. II. The service station shall get water sample analyzed from Boards lab within 15 days after coming in operation. In view of the abve, it is recommended as under:- 1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for a short term of six months with special conditions as proposed by RO. 2. Directions u/s 33-A of Water Act, 1974 may be issued for restoration of electric supply of the industry for six months, please.
