Kindly find attached the detailed inspection report along with agenda note. Further observations are as under:-
Fresh NOC applied
The industry has applied for obtaining consent to establish (NOC) under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for manufacturing of Finished/Dyed Fabrics @ 70000 T/day using Unfinished Knitted Cloth @ 70000 Meter/day, Dyes & Chemicals @ 125 Kgs/day as raw material.
Detail of the case are as under:-
1. The industry has submitted brief Project Report (as per which the total cost of project is Rs. 1127.53 Lakhs and the cost of Plant & Machinery is Rs. 893.68 Lakhs). Accordingly, it has deposited Rs. 14900/- (including Rs. 500/- as application form fee) via Receipt No. 700717022 dated 06/04/2024 as NOC fee, adequate upto one year.
2. The industry has submitted report issued from DTP; Amritsar issued vide letter no. 232 dated 04.03.2024 in which it has mentioned that the existing proposed site of the industry fall under sported industrial land use zone as per Master Plan of Amritsar (2010-31) and said activity is allow.
3. The industry has submitted site plan, proprietorship affidavit/undertaking, land documents and manufacturing process.
4. The industry has submitted design drawing of its ETP and showing component as under: -
5. Bar Screen – SAR – Primary Clarifier – Flash Mixer – MBBR Media- Floculation Tank – Secondary Clarifier – Filter Feed Pump – Chlorine dozing – Sludge Drying bed – Outlet.
6. The industry has submitted a feasibility report of ETP of capacity 50 KLD prepared by M/s Universal Enviro Engineer, Amritsar.
7. As per project report submitted the industry has proposed to reserve 0.5 acre land within its premises for developing plantation and discharging treated effluent after treatment. Proposed reserved 0.5 acre land has also shown in the site plan submitted by the industry.
The unit was visited by AEE of this office on 19/04/2024 and observed as under:
1. The proposed site is located at Gopi Krishna Lane leading from verka majitha bye-pass road.
2. At the site a knitting unit is already existing and was in operation during visit. The unit has proposed its new project for dyeing process just adjoining to its existing unit and has reserved land for plantation area within its premises.
The proposed process of the project proponent falls in Red category in small-scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board.
Keeping in view of above, may if approved, it is recommended that: -
The consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of one year with suitable terms & conditions.
