File Note: It is submitted that the industry is a small-scale orange category unit. The industry has applied for obtaining fresh consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Garbage Bags (LLDPE/HDPE) by using Plastic Waste (LLDPE/HDPE Granules) as raw material alongwith requisite documents and fee. The industry has deposited Rs. 10,800/- vide R. No. 81064697 dated 04.04.2024 under Water Act, 1974 & Rs. 5,400/- vide R. No. 963212840 dated 15.04.2024 (Rs. 1,800/- NOC Regularization fee & Rs. 3,600/- Penalty/Late fee and Rs. 9,500/- vide R. No. 666459326 dated 04.04.2024 under Air Act, 1981 including application form fee & Rs. 5,400/- vide R. No. 894736020 dated 15.04.2024 (Rs. 1,800/- under Air Act, 1981 & Rs. 3,600/- Penalty/Late fee, against the total cost of fixed assets is Rs. 14.35 lacs as on 26.10.2023. The consent fee deposited by the industry is adequate upto 30.09.2028 after adjusting NOC & penalty/late fee. The industry has submitted the sale deed dated 09.10.2020 between Minakshi (First Party) and Surjit Singh (Second Party) as proof of land document regarding land measuring 325 sq.yrds in hadbast no. 199 village Bhagwanpur, further the project proponent has submitted copy of FEZ notification date 09.01.1990 as per which hadbast no. 199 village Bhagwanpur falls in FEZ zone. As such the site is suitable for establishment of the industry. The industry has submitted approved site plan by Er. Rajnish Kumar Singla, Competent Person from Director of Factories, Punjab. The industry was visited by AEE of this office on 20.04.2024 and it was observed as under: - 1. The industry was in operation during the visit. 2. The manufacturing process of the industry is as under: - Plastic Waste (LLDPE/HDPE)—Crushing/Chips (Agro)—Extruding—Granules—Blow Moulding—Garbage Bags. 3. There is no source of trade effluent and the domestic effluent generated is being discharged onto land for plantation after septic tank constructed inside the premises. 4. The industry has installed extruder and agglomerator machine with water scrubber as APCD with common adequate stack height with suction hood. 5. The industry has not installed any D.G set, as such there is no other source of air pollution. In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2028 with suitable and special condition that: 1. The industry shall obtain registration under EPR as per Plastic Rules, 2016 within one month. 2. The industry shall not deal with any entity without obtaining EPR registration under the Plastic Waste Management Rules, 2016 as amended from time to time. 3. The industry shall submit stack emission sample report from Board’s lab within one month. 4. The industry shall only use virgin plastic waste/granules as raw material in the process. 5. The industry shall not carry out any activity in its premise, which can change the category of unit from Orange to Red, without prior permission from PPCB. 6. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 7. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 8. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 9. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
