File Note: The industry was granted consent to operate under Water Act, 1974 & Air Act, 1981 vide no. CTOW/Renewal/BTI/2021/16165019 & CTOA/Renewal/BTI/2021/16146366 dated 10.09.2021, both valid upto 30.09.2026 for the production of Solid formulation (Powder & WDG) @ 7 TPD, Liquid Formulation (including weedicide) @ 33 KLD and Granule formation @ 40 TPD by using raw material pesticides & weedicides, solvents / filler & emulsifiers, with suitable conditions along with special condition that the industry shall not carry out any expansion activities without obtaining NOC of the Board and shall install forced evaporation system within one month as proposed. Thereafter the industry obtained CTE expansion for increasing the production of the granular formulation from 40 TPD to 160 TPD along with the other consented products vide no. CTE/Exp/BTI/2021/16872789 dated 13.12.2021 valid upto 12.12.2022 with condition that the industry will submit completion report of forced evaporation system within 15 days. Now, the PP has applied for CTE expansion for increasing the production of the granular formulation from 40 TPD to 160 TPD along with the other consented products and fresh production units to manufacture Nano fertilizers @ 5KLD and Bio-fertilizer @ 50 MTD. The PP has deposited the NOC fee of Rs. 36000/- vide no. 822014415 dated 26.02.2024 through online under orange category, which is adequate for one year. The industry has submitted that the PP has earlier obtained CTE for expansion for granular section only however has not made any expansion at site however now the PP has amended the proposal and submitted application for the same. The industry has proposed Wet scrubber as APCD in the proposed expansion part of the project. The PP has proposed to install 1.5 TPH briquette fired boiler with cyclone as APCD. The industry has proposed forced evaporation pond @ 0.2 KLD for the evaporation of waste water to be generated from the lab section. The industry was visited by undersigned on 19.04.2024 and it was observed as under: 1. The industry was in operation with its liquid formulation unit, granular/ powder formulation units as well as weedicides unit. However, solid formulation was not in operation. The Flue Based Dryer (FBD) installed in solid formulation section was also not in operation. 2. The industry has installed 4 nos. reaction vessels of 5 KL each, 2 no. mixing tanks of 5 KL each and 3 nos. holding tanks in liquid formulation section and 2 no. booth level mixers, 2 no. solution mixers and soluble concentrate section having 2 no. mixing tanks for granular/powder section. The industry has installed a common wet scrubber for liquid formulation and granule formulation unit with common stack of 65 ft. height, which was in operation during visit. 3. The industry has one no. solid formulation / air classifying mill in which bag filter has been provided with stack of 55 ft. height. The industry has also installed flue-based dryer in this section with bag filter as APCD with stack of height 30 ft, which was in operation-able stage. 4. In the weedicide and herbicide section in which 4 no. reaction vessels and 2 no. holding tanks has been installed, the industry has provided wet scrubber as APCD with the stack of height 55 ft, which was in operation-able stage. 5. The industry has installed one no. of DG set of capacity 62.5 KVA equipped with canopy of stack of adequate height. 6. The industry is discharging its domestic into PSIEC sewer. 7. The industry has provided 1 no. solar evaporation pond & 1 no. forced evaporation tank for the evaporation of trade effluent generated @ 120 L/D from lab of the industry which is adequate. 8. The expansion project of the industry is under process in the same existing premises, as the industry has completed its building and shed part. The machinery has reached at site, however, the same is yet to be installed. 9. The PP has already installed the 1.5 TPH briquette boiler with cyclone as APCD and adequate stack however the same is yet to be commissioned. The site of the industry falls under the industrial focal point and in existing premises as such the site of the industry is suitable for expansion. From above it is clear that the industry is complying with the provisions of Water Act, 1974 & Air Act, 1981 and site for the expansion of unit is suitable Keeping in view of above, it is recommended that the industry may be granted consents to establish (NOC) under the provisions of Water Act, 1974 & Air Act, 1981 for the period of one year with suitable conditions.
