File Note: It is intimated that the project is a large scale red category unit. Earlier, the promoter company was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2019/9429434 dated 17/04/2019 under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2019/9429427 dated 17/04/2019 both having validity upto 31/03/2020 for 395 Flats. Thereafter, the promoter company was granted consent to establish (NOC) for expansion from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/SAS/2020/11739494 dated 06.07.2020 which was valid up to 31.07.2020 for development of group housing project Existing @ 497 Flats + Proposed @ 413 Flats = @ 910 Flats in total land area 51709.46 sqm having total built up area 102866 sqm subject to certain terms and conditions mentioned therein. The promoter company was granted partial consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2020/12724624 dated 10.08.2020 which is valid upto 31.03.2022 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2020/12724386 dated 10.08.2020 which is valid upto 31.03.2022 for Residential group housing colony for operation of 395 Flats having total land area 51725 sq.m under the name and style of M/s Trishla Buildtech Pvt. Ltd., Developed by Trishla City, High Ground Road, Village Nabha Sahib, Zirakpur, SAS Nagar subject to certain terms and conditions mentioned therein. Thereafter, the promoter company was granted extension in validity of consent to establish (NOC) for expansion from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2020/13149675 dated 27.08.2020 which was valid upto 31.03.2021 for development of 910 flats in total land area 51709.46 sqm having total built up area 102866 sqm with subject to suitable conditions mentioned therein. Thereafter, the project proponent was granted consent to establish (NOC) for expansion from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/SAS/2022/17473915 dated 09.05.2022 which is valid upto 08.05.2023 for development of Residential Flats @ 910, Shops @ 36, Community Centre @ 1, School @ 1 subject to certain terms and conditions mentioned therein. Thereafter, the resident welfare association was granted partial consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2022/19127862 dated 14.10.2022 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2022/19127870 dated 14.10.2022, both having validityupto31.03.2024 for operation of Residential Flats @ 483 Number, Shops @ 15 Number, Community Center @ 01 Number with subject to certain conditions mentioned therein. Now, the RWA has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents and fee. The project proponent has deposited Rs. 4,32,500/- vide R. No. 476409493 dated 27.03.2024 under Water Act, 1974 including application form fee and Rs. 4,32,500/- vide R. No. 85913141 dated 27.03.2024 under Air Act, 1981 including application form fee, against the total cost of fixed assets is Rs. 161.67 crores. The consent fee deposited by the project proponent is adequate upto 31.03.2026 under both acts. The site of the project was visited by officer of this office on 20.04.2024 and it was observed as under: - 1. The RWA has already constructed 483 no. of flats in total 8 blocks. The construction activity for its expansion project was under progress. 2. The RWA has submitted the approved building from EO, MC, Zirakpur wherein it has been mentioned that the total no. of flats after are 910 and there shall be 21 no. shops and 1 block for school. 3. The RWA has provided an STP based on MBBR technology which was in operation. The promoter company has provided separate energy meter and water meter at the outlet of the STP. 4. The RWA has submitted effluent analysis results from Pvt. Lab on dated 18.03.2024 and results are as under: - pH= 7.41, BOD= 23 mg/l, TSS= 28 mg/l, COD= 64 mg/l, TDS= 623 mg/l, F. Coli= 920. As per analysis results all the parameters are within the prescribed limits of the Board. 5. The treated wastewater is utilized onto a land for plantation, in construction activity carried out at the project site, reuse in flushing and excess is being discharge into MC sewer. As per record about 125-130 KLD of fresh water is being treated daily in the STP out of which about 25 KLD is used for green area and the rest is being used for construction/flushing and excess is discharged into MC sewer. 6. The RWA has provided submersible pump for abstraction of ground water and water meter has been provided on the same. 7. The RWA has provided dual plumbing system in the towers for reusing the treated waste water. 8. The RWA has constructed 8 no. rainwater harvesting system recharging of groundwater. 9. The RWA has provided 3 nos. DG sets of capacity 400 KVA, 125 KVA and 250 KVA, which are provided with canopies and stacks of adequate heights. 10. The RWA is in the process of installing mechanical composter of capacity 500 kg/day which is adequate. Compost bins have also been provided in the project. 11. The RWA has also constructed a club house and 15 shops. In view of the above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31.03.2026 with subject to the suitable conditions and additional conditions that: - 1. The RWA shall operate its STP regularly & efficiently and shall maintain operational record of the same on daily basis. 2. The RWA shall maintain separate record regarding treated water being generated from the project and being re-utilized in green area and flushing. 3. The RWA shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected. 4. The RWA shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances. 5. The RWA shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. 6. The RWA shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 7. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 8. In case the project fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. 9. The project shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
