Sir, it is submitted that the industry has applied for fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 for production of Fortified Rice @ 0.940 TPH by using Rice Broken, Vitamin & Minerals as raw material. The industry has submitted building plan approved by Chartered Engineer of department of Director of Factories, latest CA certificate regarding gross block value of fixed assets Rs. 307.38 lacs including value of plant & machinery of Rs. 262.56 lakhs as on 21.11.2023, land use pattern DTP certificate, GST registration as evidence of date of commencement of industry which is 10.05.2021. Partnership deed & manufacturing process etc. The industry has deposited consent fee of Rs. 63000/- vide UTR / Ref. No. N335232761659020 dated 01.12.2023 under the Water Act, 1974 & Rs. 63000/- vide UTR / Ref. No. N335232761658950 dated 01.12.2023 under the Air Act, 1981 and Rs. 8400/- vide UTR No. N335232761658908 dated 1.12.2023 as NOC regularization fee against gross block value of fixed assets Rs. 307.38 lakhs. Consent to operate fee deposited by the industry is adequate upto 30.09.2025 under both the Acts.
The site of the project was visited by undersigned on 20.04.2024 and it was observed as under:
1. The industry was not in operation during visit due to off season.
2. The industry has installed 01 no. pulverize equipped with inbuilt bag filter as dust control system. Further, the industry has installed entire machinery (i.e. mixers, screw conveyer, extruder, shifter, air conveyer, dryer, air hot circulation system, cooling conveyer).
3. The industry has provided RO plant to use water for manufacturing of fortified rice kernels. Further, 800 ltrs approx. RO reject is being generated from RO plant is being used for plantation. The industry has developed appx. >1 kanal land for plantation area.
4. The industry has submitted approved building plan from competent person of Director of Factories.
5. The site of the industry falls in Industrial Zone as per notified Master Plan, Mandi Gobindgarh and as per letter issued by DTP, Fatehgarh Sahib vide its letter no. 481 DTP(FGS)/NG-62 dated 28.03.2024.
As above, the industry is complying with the provisions of the Water Act, 1974 & the Air Act, 1981.
Keeping in view of above, it is recommended that consent to operate under Water Act, 1974 & Air Act, 1981 may be granted for operation of the unit for production of Fortified Rice @ 0.940 MT per hours to the industry upto 30.09.2025 with suitable conditions.
