It is submitted that the subject cited rice sheller unit was granted consent to establish (NOC) under the Water Act, 1974 & Air Act, 1981 for operation of unit to produce Raw Rice/Sorted Rice @ 2 TPH with dryer, vide no. CTE/Fresh/MKS/2023/22588478 dated 13.07.2023, valid upto 16.07.2024, with suitable conditions mentioned therein.
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 for same capacity through OCMMS along with requisite documents. The details of the case as under:
• The industry has submitted latest CA certificate dated 08.022024, stating value of fixed assets of Rs. 2.24 crore.
• The industry has deposited consent fee of Rs. 54000/- vide UTR No. 971295137 dated 06.04.2024 under the Water Act, 1974 Rs. 54000/- vide UTR No. 739425094 dated 06.04.2024 under the Air Act, 1981, which is adequate upto 30.09.2028 as per Board's order dated 29.10.2018.
• The industry has submitted undertaking regarding completion of APCD.
• The industry has submitted compliance report of NOC conditions.
The industry was visited by the undersigned (AEE) on 16.04.2024 and it was observed as under:
• The industry was in operation. The industry has installed the machinery for production of sorted raw rice with dryer.
• The industry has installed cyclone as APCD with shelling section and paddy pre cleaner of dryer section, separately to contain the process emissions and the same was found in line / operationable conditions with dust emitting points connected to the APCD.
• The industry has provided stack of adequate height with the APCD and provision to facilitate emission sampling.
• The industry has provided brick wall of adequate length with 8' height around husk discharge / storage area and further iron sheets of 7' height has been provided above the said wall, which required some repair.
• The industry has provided brick paving at movement area of vehicles, within its premises.
• There is no labour quarter and office inside the rice sheller unit.
• The industry has provided sapling along its boundary wall.
• The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that consent to operate applied by the industry under the Water Act, 1974 & the Air Act, 1981 may be granted for operation of unit to manufacture Raw Rice/Sorted Rice @ 2 TPH with dryer for a period upto 30.09.2028 to the industry with suitable conditions along with one of the special conditions that:
i. The industry shall maintain 15 feet wall (brick wall with wind screen/iron sheet etc) in front of rice husk discharge area all the times.
