File Note: Earlier history The industry under the name & style of M/s Monika Processing And Finishing Mills (Earlier Name Kuber Processors) was earlier granted Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 which are valid upto 23/06/2022 subject to suitable conditions. The electricity connection of the industry was also restored temporarily upto 23/06/2022. Thereafter, the industry was visited by officer of the Board on 27.04.2023 & observed as under: 1. The industry was in operation during visit and engaged in finishing of cloths and falls (without washing process). 2. The industry has installed Boiler of unknown capacity and thermopack of capacity 1000 U. 3. The Boiler was in operation during visit and wood was being used as fuel. The thermopack was also in operation. 4. The industry has installed Cyclone as APCD with Boiler along with stack of adequate height and sampling arrangement. 5. The industry has not installed Environmental Data Board outside the industry. 6. No responsible person was found during visit. 7. The cotton waste from the industry was found thrown outside the industry in open. 8. The industry has installed 1 no. DG set of capacity 225 KVA, equipped with canopy and stack of adequate height. 9. The industry has not made any scientific disposal of the ash generating from boiler section. Accordingly, this office vide letter no. 1301 dated 07.07.2023 has already requested PSPCL authorities to disconnect the electric supply of the industry. PSPCL authorities has issued TDCO no. 1501/298 dated 10.07.2023. Now, the industry is running under the name & style of M/s Piyush Fabrics International, C-109, Phase-V, Focal Point, Ludhiana and has applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 41.61 Lacs as on 27/02/2024 as per CA Certificate dated 27/02/2024, which is adequate upto 31/12/2028 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting penalty charges 200 %. The industry has also deposited NOC Regularization fee. The industry was visited by the undersigned on 13.02.2024 and it was observed as under: 1. The industry was not in operation during visit. 2. It is engaged in finishing of cloths and falls (without washing process). 3. The industry has installed wood based Boiler of unknown capacity and thermopack of capacity 1000 U. 4. The Boiler was not in operation during visit and wood was being used as fuel. The thermopack was also not in operation. 5. The industry has installed Cyclone as APCD with Boiler along with stack of adequate height and sampling arrangement. 6. It has submitted building plans approved by Er. Sukhjinder Singh, Competent person under Factories Act, 1948. The site of the industry falls in the Industrial Zone as per Master Plan of Ludhiana. In the subject cited case, the industry has mentioned ground water extraction @ 1.2 KLD. Considering 25 working days per month, ground water extraction will be 30 KL/month, which is less than 300 KL/month. It is therefore recommended that 'Consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31/12/2028 with suitable conditions as per policy of the Board (Competency – Environmental Engineer).
