File Note: It is intimated that the industry is a large scale Red category induction furnace unit. The industry was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 CTOW/Renewal/LDH1/2020/12614507 dated 08.06.2020 valid up to 31.03.2024 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2020/12614470 dated 08.06.2020 valid up to 31.03.2024 with conditions mentioned therein. Thereafter the industry was granted consent to establish (NOC for expansion) through PBIP vide no. PBIP/I/650980/2023 dated 27.09.2023 valid upto 11.08.2024 manufacturing of 3,50,000 TPA of Steel Ingots/Billets/Rods (Hot Roll) and 3,40,000 TPA of Round, TMT Bars, wire rod, Flats and structural steel through re-heating by installing to induction furnaces of 3 TPH and one induction of 12 TPH and dismantling of 2 old induction furnaces of capacity 10 TPH and 1 induction furnace of 4.5 TPH and installation of one rolling mill of capacity 40 TPH. Thereafter the industry applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and same was returned by the competent authority, as the industry failed to reply the queries raised. The queries raised in the previous application due to which it was returned are as under:- 1. The unit failed to submit the revised building plan under the Factories Rule, 1952 from the competent authority or the authorized person of the Department of Labour; in compliance to the condition imposed in the ‘Consent to Establish’ granted to the unit. 2. The industry failed to submit compliance report of the conditions of the Environment Clearance issued to it by the MoEF&CC, New Delhi. 3. The industry failed to submit completion certificate of APCD installed with the new induction furnace of capacity 30 TPH, from PSCST, Chandigarh. 4. The industry failed to submit any compliance regarding the compliance of special condition regarding installation of primary as well as secondary fume extraction system for control of emissions generated from the furnace. Now the industry has re-applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for less production against the quantity for which NOC was granted i.e. STEEL INGETS/BILLETS/RODS/TMT BARS/WIRE ROD/FLATS/STRUCTURAL STEELS @ 145000 MTA, as the industry has installed only one induction furnace of capacity 30 TPH. The industry has filled online application form, uploaded latest CA certificate, site plan location plan, compliance of earlier granted NOC for expansion, compliance of consent conditions, request for grant of partial consent, feasibility of ACPD. The industry has deposited Rs. 84000/- vide no. 233139923 dated 10.01.2024 under Water Act, 1974, Rs. 84000/- vide no. 314347515 dated 10.01.2024 under Air Act, 1981. As per the CA certificate the industry has deposited for one year fee i.e. 30.09.2025. In compliance to the special condition/reasons due to which application was returned the industry has submitted compliance and point wise reply submitted by the industry is as under:- 1. The unit has submitted the revised building plan under the Factories Rule, 1952 from the competent authority in compliance to the condition imposed in the ‘Consent to Establish’ granted to the unit. 2. The industry has submitted compliance report of the conditions of the Environment Clearance issued to it by the MoEF&CC, New Delhi. 3. The industry has submitted completion certificate of APCD installed with the new induction furnace of capacity 30 TPH, from PSCST, Chandigarh. 4. The industry has submitted in writing that presently there is no technology approved regarding installation of secondary fume extraction system for control of emissions generated from the furnace. The industry has submitted their assurance to submit BG as desired by Competent Authority as an assurance to install secondary fumes extraction system once the technology is approved by PSCST, Chandigarh. The industry was visited by the officers of this office on 11.01.2024 and observed as under. 1. The industry was in operation i.e. the old induction furnace of 10 TPH and rolling mill of 8 TPH were operational and the APCDs were also operational. 2. The industry has presently installed on only 1 induction furnace of capacity 30 TPH. The industry was granted NOC for expansion for installation of 2 induction furnaces of 30 TPH and 1 induction furnace of 12 TPH. The industry has earlier proposed to dismantle existing induction furnaces of capacity 10 TPH x 2 and 4.5 TPH x 1. 3. The present application of the industry is for the manufacturing of STEEL INGETS/BILLETS/RODS/TMT BARS/WIRE ROD/FLATS/STRUCTURAL STEELS @ 145000 MTA by operating newly installed 30 TPH induction furnace. 4. The industry has already installed bag houses on 10 TPH and 4.5 TPH induction furnaces separately along with stack of adequate height and proper sampling arrangements. The air emission sampling of the industry was lastly carried out by the officers of the Board on 19.10.2023 and as per the report the SPM is 95 mg/Nm3, which are within permissible limits laid down by the Board. 5. The newly installed induction furnaces of capacity 30 TPH is also provided with bag house (containing 1092 bags) as APCD. Stack of adequate height along with proper sampling arrangements have been provided with it. During the visit some final touches were being given to the APCD to make it operational. 6. The representative informed that the furnace as well as APCD will be ready for commissioning by 20.01.2024. 7. Presently there is no increase in the generation of domestic effluent, so for the operation of present phase of expansion, the existing STP is sufficient to handle the domestic discharge. 8. The industry has developed plantation area for disposal of treated domestic effluent. 1. The industry has developed 4.89 acres plantation area for disposal of treated domestic effluent. 2. The industry has also maintained the record of operation of APCD, APCD dust generation and storage which was checked and found in order. 3. The industry has installed two DG sets of capacity 140 KVA & 600 KVA with canopy and adequate stack height. In view of above, it is recommended that partial varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year with suitable terms and conditions and with special conditions that the industry shall got it consents amended, in case any expansion is made in future.
