File Note: • It is intimated that the industry is a small scale Green category unit. • Earlier, the industry was identified under name & style of M/s Paras Ram Leather was visited by the then AEE on 10.12.2022 and found violations during the visit. The industry carrying out dyeing of leather and had not provided any treatment plant. The industry had also provided one buffing and milling machine. • Thereafter, considering violations and operation of industry without valid consents to operate of the Board and directions u/s 33-A of the Water Act, 1974 and u/s 31-A of the Air Act, 1981 for closure of the industry and disconnection of electricity connection of the industry. Later on directions for sealing of machinery of the industry were also issued. • The industry was visited by undersigned on 06.03.2024 and sealed the machinery of the industry in the presence of the representative of the industry. The electricity connection was found disconnected. • Thereafter, the industry was submitted a request letter mentioning that:- “It is requested that M/s Paras Ram Leather has been closed at the end of 2022. Now Romesh international working on same place. We are manufacturing of leather tool belt. Kindly give us permission for stitching machine, rivet press machine and cutting machine (clicker machine). These machine has not any harmful for environment. We will not operate any kind of machine which cause to spread pollution. Kindly start our electricity as soon as possible. However, the same was not considered as the industry did not provide CA certificate • Now, the industry has applied for fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 under the name & style of M/s Romesh International with requisite documents under green category. • Thereafter, the industry was visited on 16.04.2024. The electricity supply was found disconnected and machinery of the industry was found sealed during the visit. The industry has removed dyeing drums from the premises • The representative has requested that the old firm M/s Paras Ram has been closed. Now they are operating their firm M/s Romesh International at the site. They want to carry out non-polluting process. He further requested that electricity connection may be restored for carrying out machines i.e. reverting machines, pressing machines, stitching machines, clicker, buffing, measurement & packing machines. • The industry has deposited The industry has deposited Rs. 12600/- vide UTR/Reference No. 264598003 dated 11.04.2024 under Water Act, 1974, Rs. 12600/- vide UTR/Reference No. 143593091 dated 11.04.2024 under Air Act, 1981 and Rs. 1400/- vide UTR/Reference No. 143593091 dated 11.04.2024 as NOC regularization fees, adequate upto 30.09.2025 after deducting 04 years penalty. • The industry has submitted the first rent deed agreement as proof of commissioning. Keeping in view of above, it is recommended that:- 1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months with usual conditions. 2. Directions may be issued for temporary restoration of electricity connection alongwith de-sealing of machinery. (Competency - Hon’ble Chairman of the Board)
