The industry was granted consent to establish/NOC vide no. CTE/Fresh/BTI/2023/21202909 dated 6.3.2023 for establishment of rice sheller unit of capacity 2 TPH of Raw rice /Sorted Rice with dryer, subject to the conditions mentioned therein. Now the industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 2 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy.
The detail of the case is as under: -
The industry has deposited consent fee of Rs. 42,000/- vide R.No. 241150561 dated 1.03.2024 under Water Act, 1974 and Rs. 42,000/- vide R.No. 324050269 dated 1.3.2024 under Air Act, 1981, which is adequate upto 31.03.2028 after deduction of penalty fee, against fixed assets of Rs. 159 lacs as per the CA Certificate.
The rice sheller has submitted undertaking stating that the work regarding the stabilizing of the movement area will be done within 1 month dated 22.4.2024
The industry has submitted completion report and its drawings for the APCD installed by the industry.
The industry was visited by the undersigned on 19.04.2024 and it was observed as under –
1. The rice sheller was not in operation due to off season adn has completed operation for the year 2023-24.
2. The rice sheller has provided a shelling section with cyclone as APCD to arrest the dust emissions from the shelling process.
3. The rice sheller has installed a drier section with cyclone as APCD equipped with the paddy pre cleaner.
4. The rice sheller has not provided pucca road in the movement area of the rice sheller.
5. The rice sheller has provided jalli over the 10 feet in the husk storage area.
6. The rice sheller has provided septic tanks followed by soakage pits for disposal of the effluent.
7. The industry has not provided adequate plantation inside the premises.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 4 TPH of Raw rice /Sorted Rice with Dryer under the Orange category for a period upto 30.09.2024 with suitable conditions and special conditions that
1. The Rice sheller will provide the pucca movement area for movement of the vehicles before commissioning of the next season.
2. The Rice sheller will provide septic tanks for the treatment of the domestic effluent generated with provision for discharge onto plantation before commissioning of the next season.
3. The Rice sheller will provide adequate plantation inside the premises before commissioning of the next season.
4. The Rice sheller will submit copy of the approved building plans from the concerned department within 1 month. |
