Sir, it is intimated that the industry is a small scale red category unit. The industry has applied for fresh of consent to operate under Water Act, 1974 & Air Act, 1981 along with requisite documents. The industry has submitted electricity bill as a proof of date of commissioning. The industry has submitted the letter issued by DTP, Ludhiana vide letter no. 3195 dated 26.10.2021 as per which the site falls in industrial mix zone as per Master Plan, Ludhiana (2007-31). The site of industry was visited by RO on 13.4.2024 and it was observed as under:-
1. The industry was in operation during visit and engaged in pickling process on job basis.
2. The industry has signed agreement with M/s JBR Technology Pvt. Ltd., Ludhiana @ 5000 Ltr/M for the treatment & disposal of trade effluent generated from process.
3. The industry has installed water meter at pipeline from where fresh water is consumed in process.
4. The industry has recently started its operation and is maintaining the record of fresh water consumed in process area and trade effluent lifted to CETP operator.
5. The industry is discharging only domestic effluent into sewer.
6. The industry has provided storage tank of capacity 4000 Ltr and approx. 1000 Ltr of effluent was lying in storage tank as observed during the visit
7. Domestic effluent is being discharged into sewer.
8. The industry is complying with the provisions under Water Act, 1974 & Air Act, 1981. As the industry falls in industrial mix zone and has been commenced in 2021 i.e. after the commencement of Master Plan.
RO recommended that show cause notice for refusal of CTO may be issued to the industry with an opportunity of personal hearing before Competent Authority, please.
In view of above it is recommended that show cause notice for refusal of CTO may be issued to the industry with an opportunity of personal hearing before Competent Authority as proposed by RO.
