Sir, it is intimated that the industry is a large scale red category unit and was granted consent under Water Act, 1974 & Air Act 1981 both valid upto 31/03/2024 with domestic effluent @ 40 KLD onto land for Plantation after treatment in STP. Thereafter, the industry had applied for varied consent to operate for changed mode of disposal from land for plantation to sewer as the industry has been granted permission by MC authorities for discharged of domestic effluent into sewer. Varied consent to operate under Water Act, 1974 was granted for discharge of domestic effluent into sewer valid upto 31/03/2024. Now, the industry has applied for renewal of consent to operate under Water Act, 1974 & Air Act, 1981 through requisite documents. The site of industry was visited by RO on 22.01.2024 and it was observed as under:- 1. The industry was in operation during the visit and engaged in manufacturing of tyre/tubes. 2. Presently, the industry has installed 2 no. rice husk fired boilers of capacity 4 TPH & 2 TPH (standby). The industry has installed cyclone separator as APCD with the boilers. The air emission samples were collected during the visit and as per analysis report the SPM parameters was found to be 305 mg/NM3 against the prescribed limits of 500 mg/NM3. 3. The cooling water is re-circulated through cooling tower. 4. The mendling, demendling process is provided with bag filter house as APCD. 5. The industry has already been granted consent for discharge of domestic effluent onto land for plantation, however during the visit, the STP installed by the industry was in operation and treated effluent is discharged onto land for plantation (eucalyptus trees). 6. The water samples were collected during the visit and as per analysis report detail of various parameters are pH = 6.7, TSS = 320 mg/L, TDS = 255090 mg/L, COD = 1840 mg/L, BOD = 120 mg/L, Oil & Grease = 16 mg/L, as per above various parameters are beyond the prescribed limits. 7. The connectivity has now been made in the sewer line and domestic effluent shall be discharged into sewer as per the consent already granted by the Board as such the samples results as reflected above becomes infructuous. 8. The samples results as above are not indicative of the physical conditions as the TDS of the treated effluent sample has been reported to be 255090 mg/L which is practically not possible for treated domestic effluent. Even the untreated domestic effluent does not carry TDS beyond 20000 to 25000 mg/L. Further, the BOD value has been reported to be 120 mg/L and the COD value has been reported to be 1840 mg/L which is also contradictory as the averages COD values of Municipal untreated sewerage is in the range of 300 to 600 ppm. Further, the BOD/COD ratio of untreated Municipal waste water is in the range from 0.3 to 0.8. As such the COD value can never be higher than 3 times of the BOD value even in case of untreated sewerage. RO recommended as under:-
1. Renewal of consent to operate under Water Act, 1974 may be considered for grant upto the period of validity of consent fee as the industry has now made connectivity with the sewer line as per the permission already granted to the industry.
2. Comments of the Water Laboratory may be obtained regarding the analysis report of the treated effluent sample at the outlet of STP as collected during the visit on 22.01.2024As recommended at (2) above please.
The Competent Autority recommended at (2) above please. Before deciding consent, EE RO may be advised to collect the sample again.
As per observation of above RO visited on 3.4.2024 and effluent samples were collected .The sample result of the industry collected on 03.04.2024 and has been received in this office and as per the analysis report pH = 7.6, TSS = 13 mg/l, TDS = 596 mg/l, COD = 52 mg/l, BOD = 16 mg/l, Oil & Grease = BDL (copy attached), as per the analysis report all the parameters are within the prescribed limits..
In view of report of RO, it is recommended as under:- 1. Renewal of consent to operate under Water Act, 1974 may be considered for grant upto the period of validity of consent fee as the industry has now made connectivity with the sewer line as per the permission already granted to the industry.
