It is submitted that the industry is a large scale dyeing unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, which are valid upto 31.03.2024 with usual terms and conditions.
The industry was issued directions u/s 33-A of the Water Act, 1974 for disconnection of electric connection vide no. 5847 dated 16.10.2023. Thereafter, the electric connection was restored by the Board, as the industry was found complying with the discharge standards as well as with the decisions of the personal hearing and the compliance made by the industry in this regard is as under:-
1. The industry raised the walls of the outlet sewer to maximum level where the final treated effluent is discharged so as to avoid any possibility of untreated effluent being overflown or discharged into it as immediate measure
2. The industry plugged the sewer line near the collection tank and has extended the final outlet.
Further the detail of last four samplings from 21.07.2023 to 15.01.2024 are as under :-

The industry also submitted a request for permanent restoration of electric connection giving the reason that they are also doing various dry processes where no water pollution is involved like manufacturing various blends of knitted cloth, shearing, raising, polishing, tubular, compaction, bonding, shenter etc. The industry further requested that more than 500 employes are working in their company and they assure to comply with the directions of Board regarding the discharge of effluent into MC, sewer after 31.03.2024. Accordingly the electric connection was restored permanently to the industry vide no. 1490/ 12.03.2024. Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974. The industry was visited by the officers of this office on 23.04.2024 and observed that the industry was in operation and ETP was also in operation.
The fee deposited by the industry of Rs. Rs. 144000/- vide no. N109242994246370 dated 18.04.2024 under Water Act, 1974. As per the CA certificate the industry has deposited for one year fee i.e. 31.03.2025. The industry has filled online application form, uploaded latest CA certificate, Analysis report from PBTI lab vide no. 288 dated 29.01.2024 and Board's lab vide no. 265-67 dated 30.01.2024, compliance of hearing decisions.
Further the industry has submitted representation regarding non-submission of Bank Guarantee amounting Rs. 50 lakh as decided during the personal hearing dated 16.06.2023. In the representation the industry has requested that due to huge debt they are not in the position to deposit BG. The request of the industry attached with application may kindly be perused.
In view of the above and Board's order no. 111 dated 12.03.2024 regarding constitution of Committee regarding assessing the feasibility and viability of implementation Zero Liquid Discharge (ZLD) of large scale dyeing units in Ludhiana, Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for 2 months i.e. 30.06.2024 with suitable terms and conditions.
