File Note: It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2020/13193105 dated 27/10/2020 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2020/13193084 dated 27/10/2020 both valid upto 31/03/2024 for the manufacturing of Sheet Metal Components @ 6 MT/day. Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 2463.36 Lacs as on 31/12/2023 CA Certificate dated 15/03/2024, which is adequate upto 31/03/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting penalty charges and NOC regularization fee. The industry was visited by the undersigned on 24.04.2024 and it was observed as under: 1. The industry was in operation during the visit. It is engaged in the manufacturing of auto parts. 2. The manufacturing process of the industry is as under: C.R Coil/ H.R Coil  Cutting with Kibbling/Shearing  Blanking  Piercing with press  Bending with press  Welding  Plating or painting  Assembly  Final Inspection  Packing & Storage  Dispatch 3. The industry has various sections such as Raw material inspection, press shop, welding shop, paint shop (dip paint). The trade effluent is generated from its Electroplating and phosphating sections. 4. The industry has made agreement of 20,000 Ltrs/month with CETP operator for lifting of its untreated trade effluent. It has provided common collection tank for both the sections. 5. The industry has installed separate water meters at fresh water supply leading to electroplating section as well as phosphating section, the industry is maintaining records of its fresh water consumption and trade effluent lifted to CETP operator. 6. The industry has provided water scrubber for treatment of fumes generated from electroplating section. At the time of visit same was found operational. 7. The domestic effluent @ 2.5 KLD of the industry is being discharged into sewer. 8. The industry has maintained the record of water meter reading regarding consumption & effluent lifted to M/s JBR Technology Pvt. Ltd., Ludhiana. Electroplating section Initial WMR as on 01.01.2024: 95.99 KL Final WMR as on 24.04.2024: 122.80 KL Water consumed: 26.81 KL Paint Section Initial WMR as on 01.01.2024: 57.78 KL Final WMR as on 24.04.2024: 93.10 KL Water consumed: 35.32 KL Total water consumed: 62.13 KL 59 KL 20000 ltr. Appox. 500 ltr. 4000 ltr. on 23.04.2024 10 days 20000 ltr. As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd. 9. It has installed 1 no. shot blasting machine with inbuilt bag house filter as APCD. 10. It has also installed 1 no. powder coating booth with dust collector as ACPD. 11. The industry has three DG sets of capacity 825 KVA, 608 KVA & 180 KVA kept in acoustic enclosure. In the subject cited case, the industry has mentioned ground water extraction @ 5.0 KLD. Considering 25 working days per month, ground water extraction will be 125 KL/month, which is less than 300 KL/month. It is therefore recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31/03/2029 with suitable conditions as per policy of the Board.
