Sir, the industry was earlier granted 'Consent to Establish' (NOC) of the Board valid upto 20.03.2025 for manufacturing of Wrapper & other packing material @ 2160 Metric Tonnes/Year.
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents.
The industry was visited by RO on 28.03.2024 and it was reported as under:- 1. The industry was not in operation. 2. The industry has installed all the machinery proposed at the time of obtaining NOC for manufacturing of packaging films. 3. There is no source of air emission except D.G set. 4. The industry has installed 1 D.G set, which is equipped with stack of adequate height. 5. There is no generation of treated trade effluent, only domestic effluent @ 15 KLD will be generated which will be discharged onto land for plantation area measuring 1 acres. 6. The industry has submitted certificate of principal approval vide bearing no. 4511 dated 23.08.2023. 7. The industry has also obtained registration under Plastic Waste Rules as importer. 8. The industry will be using waste cloths for cleaning the ink and the same will be sent to TSDF NIMBUA. 9. The industry is in the process of obtaining authorization under the Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016.
RO has submitted point wise compliance report of conditions of NOC/ CTE with verification of AEE RO.
In view of report of RO, it is recommended that consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.04.2029 with suitable terms and conditions, as per the policy of the Board, please.(Category - Orange, Medium) (Competency - CEE)
