File Note: It is submitted that earlier the industry was granted varied consent to operate vide no. CTOW/Varied/FDK/2019/11705853 & CTOA/Varied/FDK/2019/11705700 dated 27.12.2019 for operation of rice sheller unit for manufacturing of Steamed / Raw Rice with Drier @ 5 TPH, sorted rice @ 5 TPH under the Water Act, 1974 & the Air Act, 1981, valid upto 30.09.2024 with conditions mentioned therein. Thereafter, the industry has obtained NOC for expansion vide no. CTE/Exp/FDK/2023/21552290 dated 02.05.2023 for Steamed / Raw Rice with drier (existing) @ 120 MTD Raw Rice with Drier (proposed) @ 72 MTD Sorted rice (existing) @ 120 MTD, Sorted rice (proposed) @ 72 MTD by installing additional machinery and additional land area (thus making total land area of 50 kanals 19 marlas), valid upto 30.04.2024 alongwith conditions mentioned therein. Now, the industry has applied for varied Consent to operate under the Water Act, 1974 & the Air Act, 1981 for manufacturing of Steamed / Raw Rice with drier @ 120 MTD, Raw Rice with drier @ 72 MTD along with sorted rice @ 192 MTD the details of the case is as under: 1. The project proponent has submitted copy of CA certificate dated 08.04.2024, value of fixed assets of Rs. 495.11 lakhs (including value of machinery head of Rs. 378.61 lakhs and land Rs. 34.74 lakhs). Accordingly, the industry has deposited consent fee of Rs. 54000/- vide UTR / Ref. No. 211613229 dated 20.04.2024 under Water Act, 1974 and Rs. 54000/- vide UTR / Ref. No. 400588964 dated 20.04.2024 under Air Act, 1981, which is adequate for a period upto 30.09.2028 under both the Acts. Thereafter, the industry was visited by undersigned on 23.04.2024 and it was observed as under: • The industry was in operation during visit. • The industry has 02 shelling sections (01 old shelling section and 01 new shelling section) & 02 paddy pre cleaner of dryer section (01 old dryer section and 01 new dryer section). • The industry has provided cyclone separator as APCDs separately with each shelling section and dryer section. • The industry has installed 01 boiler of capacity 6 TPH equipped with multi-cyclone as APCD. Same was in operation during visit. The industry has provided adequate stack height with sample collection arrangements after APCD. • The industry has provided closed pipe line for carrying rice husk from husk discharge points of rice sheller to boiler feeding point. The mechanical feeding system has been provided with the boiler furnace for feeding of rice husk as fuel. • The industry has provided room type enclosure for temporary storage of fuel ash with wetting arrangement. Further, the fuel ash being lifted by nearby farmers for use in their fields. • The industry has provided 10' height wall around husk discharge / storage area and 5' sheets has been provided on said wall in compliance to the code of practice. • The industry has provided septic tank for treatment of domestic effluent with outlet to discharge onto land for plantation area. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. Keeping in view of the above, it is recommended that varied Consent to operate under the Water Act, 1974 & the Air Act, 1981 for manufacturing of Steamed / Raw Rice with drier @ 120 MTD, Raw Rice with drier @ 72 MTD along with sorted rice @ 192 MTD may be granted to the industry for a period upto 30.09.2028 / adequacy of consent fee with suitable conditions and specific conditions as under: 1. The industry will not operate parboiling section for production of saila rice and will not provide water supply pipe line with the handies without prior permission of the Board. 2. The industry will not discharge any trade effluent from the process. 3. The industry shall not consume any fuel except rice husk in boiler section and dryer furnace for burning purposes without the prior written permission of the Board. 4. The industry shall dispose of fuel ash generated from the operation of boiler and dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard. 5. The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions at all the times. 6. The industry shall ensure that no air pollution problem or public nuisance is created in the area due to discharge of emissions from the industry. Competency: Environmental Engineer.
