It is intimated that the industry is large scale red category unit was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/FGS/2022/20272536 dated 01/12/2022 and CTOA/Varied/FGS/2022/20272531 dated 17/11/2022 both are valid upto 31/03/2024 for the manufacturing of Fatty Acid Noodles/Soap @ 42.50 Metric Tonnes/Day, Rice Bran/ Sun Oil @ 60 Metric Tonnes/Day, De-Oiled Cake (Rice Bran) @ 340 Metric Tonnes/Day, OR-De Oiled Cake (Sun Flower) @ 90 Metric Tonnes/Day, Refined Rice Bran @240Metric Tonnes/Day, Spent Earth Oil @ 60 Metric Tonnes/Day, Captive Power Plant of capacity 15 Megawatt and Captive Power Plant of capacity 3 Megawatt (stand-by arrangement only).
Now the industry has applied of renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents through OCMMS. The industry has deposited of Rs. 300000/- vide UTR no. HDFCR52022102855849882 dated 28/10/2022 as water consent fee and Rs. 300000/- vide UTR no. HDFCR52022102855864037 dated 28/10/2022 as air consent fee and now the industry has deposited of Rs. 504000/- vide UTR no. HDFCR52024032892770877 dated 28/03/2024 as water consent fee and Rs. 504000/- vide UTR no. HDFCR52024032892774585 dated 28/03/2024 as air consent fee against the fixed assets of Rs. 11796.25 Lacs as on 29/02/2024 as per CA certificate dated 26/03/2024, Which is adequate upto 31/03/2029 as per Board's Office Order dated 29/10/2018. The industry has deposited NOC Regularization fee of Rs. 21600/- vide UTR no. N088242955394252 dated 28/03/2024.
To verify the contents, the industry was visited by the AEE of this office on 12/04/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The new 15-Megawatt Co-Generation plant alongwith boiler of 75 TPH capacity has been installed. Paddy straw has been used in the boiler furnace of the co-gen plant. The industry has provided Electro Static Precipitator (ESP) as APCD with the boiler.
3. The industry has installed energy meter on its APCD and its reading was 2203010.
4. During the visit, the stack sample was taken by the Board's lab and as per the report the particulate matter is 52 mg/Nm3 which is under the prescribed standard 150 mg/Nm3.
5. The industry has installed turbine of capacity 15 MW which was in operation and turbine of capacity 3 MW keep as stand by.
6. The industry has also installed Thermic Fluid Heater 40 Lac Kcal and 30 lac Kcal (using Paddy straw as fuel) with Trima cyclone separator followed by wet scrubbers as APCDs with common stack in its existing industrial premises. The industry is having 1 no. biomass fired boiler of capacity 14 T/hour, which is equipped with trima cyclone followed by wet scrubber as APCD alongwith stack of adequate height.
7. As per discussion and water balance submitted by the industry, the fresh water requirement shall be to the tune of 600 KLD which shall be used for boiler use, process, cooling towers, domestic use etc. As per the water balance, trade effluent of 295 KLD shall be generated from the above sections and from the rain water collected, which shall be first collected in a lagoon of capacity 20000 KL and then treated in the ETP of capacity 300 KLD. The industry has also submitted that in case its condenser fails or extraction steam requirement increases the fresh water requirement will go upto 1000 KLD. The representative of the industry informed that the lagoon has been constructed so as to tap rain water/surface run off as it contains oil containments and does not want to create any nuisance in the surrounding agricultural area. Further, he informed that the lagoon is made of RCC from below.
8. As per the record file, the industry has installed an effluent treatment plant of capacity 300 KLD with following components: Oil & Grease Trap Collection Tank Anaerobic tank I Anaerobic tank Il Anaerobic tank Ill 2 no. Secondary Sedimentation Tank Aeration tank Secondary clarifier MGF and ACF 2 stage UF 2 stage RO -I 2 stage RO-II Treated Water Sump.
9. The industry has made arrangement for treatment of raw water to be used in the boilers and has installed MGF, UF and RO (2 Stage). The RO reject from the RO is being taken to inlet of 2 stage RO-I for further treatment. The RO permeate is being taken to DM plant and the treated effluent from DM plant is taken to boiler. Further, DM reject is taken to ETP. The industry has installed Zero Liquid Discharged (ZLD)
10. The RO permeate @ 234 KLD is being taken to cooling towers and RO reject @ 61 KLD is being taken for ash quenching. The industry is required to provide flow meters on RO permeate and RO reject line.
11. The generation of domestic effluent, which is now being taken to ETP after passing through septic tank.
12. The industry has installed online digital EMF meters at both submersible pumps and its reading was (1) 195833 (2) 1269722 and maintaining record of the same.
13. The industry has installed DG Set of capacity 320 KVA with canopies and adequate stack heights.
14. The industry has installed online continuous emission monitoring system with its stack connected to boiler of capacity 75 TPH but yet to be connect with server of the Board.
Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:
"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.
In the subject cited case, the industry has mentioned ground water extraction @ 12.7 KLD. Considering 25 working days per month, ground water extraction will be 317.5 KL/month, which is more than 300 KL/month. The industry has obtained permission from PWRDA for abstraction of ground water vide no. 406 dated 25/07/2022 for abstraction of 696 m3/day and 20880 m3/month of ground water.
In view of above, if approved it is recommended that the renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Fatty Acid Noodles/Soap @ 42.50 Metric Tonnes/Day, Rice Bran/ Sun Oil @ 60 Metric Tonnes/Day, De-Oiled Cake (Rice Bran) @ 340 Metric Tonnes/Day, OR-De Oiled Cake (Sun Flower) @ 90 Metric Tonnes/Day, Refined Rice Bran @240Metric Tonnes/Day, Spent Earth Oil @ 60 Metric Tonnes/Day, Captive Power Plant of capacity 15 Megawatt and Captive Power Plant of capacity 3 Megawatt (stand-by arrangement only) upto 31/03/2029 with suitable conditions and special conditions as under:
1. The industry shall operate only captive power plant of capacity 15 MW and shall keep the captive power plant of capacity 3 MW, at stand by, at all times. Further, the captive power plant of capacity 3 MW may be operated, only, as and when the captive power plant of capacity 15 MW is under maintenance/shut down.
2. The industry shall not produce electricity more than 15 MW, at any point of time, without obtaining prior written permission from the Board.
3. The industry shall use only biomass as fuel for generation of power.
4. The industry shall not carry out any activity/process which falls under the ambit of EIA notification dated 14/09/2006 amended from time to time.
5. The industry shall not emit black smoke at any point of time, under any circumstance.
6. The industry shall make proper and adequate arrangements for storage of Boiler Ash within its premises, at all times.
7. The industry shall comply with the provisions of Solid Waste Management Rules, 2016.
8. The industry shall comply with the provisions of Hazardous Waste Management Rules, 2016
