It is submitted that earlier was granted Consent to Establish (NOC) of the Board vide no. CTE/Fresh/MOG/2023/21181827 dated 27.06.2023 medium scale / red category for establishment of new milk processing unit under the Water Act, 1974 and the Air Act, 1981 to produce milk products i.e. Processed Milk @ 10000 ltrs/day, Curd @ 5000 ltr/day, Lassi @ 1000 ltr/day, Paneer @ 800 kgs/day, Butter @ 200 kgs/day, Ghee @ 4200 kgs/day, SMP @ 5600 kgs/day by using raw milk @ 200000 ltrs/day with generation of trade effluent @ 300 KLD & domestic effluent @ 2.5 KLD, valid upto 26.06.2024 subject to suitable conditions mentioned therein.
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS for same capacity under large scale / red category, detail of the case is as under:
• The industry has submitted copy of CA certificate dated 21.03.2024, showing value of gross fixed assets of Rs. 14.64 Crore (including value of plant & machinery @ 12.53 Crore) as on 21.03.2024.
• The industry has deposited consent fee of Rs. 180000/- vide UTR / Ref. no. 624063047 dated 15.04.2024 under Water Act, 1974 and Rs. 180000/- vide UTR / Ref. No. 806179533 dated 15.04.2024 under Air Act, 1981, which are adequate upto 31.03.2029 under both the Acts.
• The industry has submitted copy of completion certificate regarding completion of work of installation of ETP issued by M/s Uttam Enviro Tech Engineers Pvt. Ltd. Near Shanti Hospital, Sher Shah Suri Road, Khandwala, Chheharta, Amritsar. As per completion certificate, capacity of the ETP @ 300 KLD consisting of Bar Screen -- Oil & Grease Trap -- Equalization tank -- Anaerobic Filter (SAFF Reactor) -- Aeration tank (MBBR technology) -- Secondary Tube Clarifier -- Sludge Drying Beds -- Pressure Sand Filter- - Activated Carbon Filter – Outlet.
The industry was visited by Environmental Engineer along with undersigned (AEE) on 22.04.2024 to check the compliance made by the industry and observed as under:
• The industry has installed entire machinery for processing of raw milk @ 200000 to produce milk products i.e. Processed Milk @ 10000 ltrs/day, Curd @ 5000 ltr/day, Lassi @ 1000 ltr/day, Paneer @ 800 kgs/day, Butter @ 200 kgs/day, Ghee @ 4200 kgs/day, SMP @ 5600 kgs/day.
• The industry has provided an ETP of capacity 300 KLD for treatment of trade effluent. The ETP consisting of Bar Screen -- Oil & Grease Trap -- Equalization tank -- Anaerobic Filter (SAFF Reactor) -- Aeration tank (MBBR technology) -- Secondary Tube Clarifier -- Sludge Drying Beds -- Pressure Sand Filter- - Activated Carbon Filter – Outlet. The industry has provided flow meter at the outlet of ETP and energy meter with electric supply of ETP, same was found in line and under stabilization.
• The industry has provided septic tank for treatment of domestic effluent @ 2.5 KLD and domestic effluent will be disposed onto land for plantation.
• The industry has developed plantation area in land measuring about 1.5 acres inside the premises and 31 kanals 17 marlas (3.85 acres) adjoining to the industry (copy of lease deed attached), which is adequate for handling 300 KLD treated effluent. The industry has provided underground pipeline for distribution of effluent from ETP.
• The industry has installed 02 no. boiler of capacity 6 TPH (wood / rice husk based) and 1.5 TPH (wood based).
• The industry has provided trima-cyclone as APCD with boiler of capacity 6 TPH. The industry has provided cyclone as APCD with boiler of capacity 1.5 TPH. A common stack for these boilers of adequate height has been provided with adequate sampling arrangements.
• The industry has installed DG set of capacity 400 KVA with adequate height of canopy.
Further, the matter regarding installation of paddy straw fuel based boiler was discussed with the industry, they have submitted an undertaking (copy attached), relevant part of which is reproduced as under:
"ਬੇਨਤੀ ਹੈ ਕਿ ਅਸੀ ਇੱਕ ਨਵਾਂ ਮਿਲਕ ਪਲਾਂਟ ਲਗਾ ਰਹੇ ਹਾਂ, ਜਿਸ ਵਿੱਚ ਸਾਨੂੰ ਤੁਹਾਡੇ ਮਹਿਕਮੇ ਵੱਲੋਂ ਪਰਾਲੀ ਵਾਲਾ ਬੋਆਇਲਰ ਲਗਾਉਣ ਸਬੰਧੀ ਕਿਹਾ ਗਿਆ ਸੀ। ਪਰ ਸਾਰਾ ਅਧਿਐਨ ਕਰਨ ਤੋਂ ਬਾਅਦ ਸਾਨੂੰ ਪਤਾ ਲੱਗਾ ਹੈ ਕਿ ਸਾਡੇ ਕੋਲ ਪਰਾਲੀ ਸਟੋਰ ਕਰਨ ਵਾਸਤੇ ਢੁੱਕਵੀਂ ਜਗ੍ਹਾ ਨਹੀ ਹੈ ਅਤੇ ਪਰਾਲੀ ਵਾਲਾ ਬੋਆਇਲਰ ਬਹੁਤ ਮਹਿੰਗਾ ਹੋਣ ਕਰਕੇ ਵੀ ਸਾਡੇ ਬਜਟ ਤੋਂ ਬਾਹਰ ਹੈ। ਸੋ ਇਸ ਕਰਕੇ ਅਸੀ ਇਹ ਬੋਆਇਲਰ ਨਹੀ ਲਗਾ ਸਕਦੇ। "
As above, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.
Keeping in view of above, it is recommended that fresh consent to operate may be granted to the industry under the Water Act, 1974 and the Air Act, 1981 for operation of unit for processing of milk @ 200000 KLD to produce to produce milk products i.e. Processed Milk @ 10000 ltrs/day, Curd @ 5000 ltr/day, Lassi @ 1000 ltr/day, Paneer @ 800 kgs/day, Butter @ 200 kgs/day, Ghee @ 4200 kgs/day, SMP @ 5600 kgs/day with discharge of trade effluent @ 290 KLD and domestic effluent @ 2.5 KLD onto land for plantation for a period up to 31.03.2029, subject to suitable terms and conditions with specific conditions that
1. The industry shall got registered on EPR portal developed by Central Pollution Control Board for SUP within one month.
2. The industry shall operate its ETP regularly and scientifically and shall maintain proper record of the effluent generated / treated / discharged onto land for plantation/re-circulated.
3. The industry will operate its APCD’s regularly and efficiently and will get its air emission sample analyzed from the Board’s Lab/approved Lab of the Board.
4. The industry shall ensure to maintain the records of the flow meters installed at all the points such as condensate water collection tank pipelines and treated water re-circulation pipelines.
5. The industry shall not increase its production capacity without prior permission of the Board.
