The industry was granted consent to establish (NOC) of the Board under the provisions of Water Act, 1974 & Air Act, 1981 vide no. CTE/Fresh/MNS/2022/20403436 dated 27.12.2022, valid upto 26.12.2023 for the establishment of mix board mill with production capacity Mix Board/Card Board @ 8 TPD from by using raw material Paddy Straw @ 3.25 TPD, Primary ETP Sludge of Pulp & Paper Mill @ 5 TPD, Jute Bags/Cow Dung @ 3.25 TPD with suitable conditions along with special conditions that-
1) The industry shall comply with Standard Operating Procedures prescribed for utilization of primary ETP sludge of pulp & paper mill (category 32.3 of schedule-I) of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
2) The industry shall ensure the compliance of zoning regulations of the Master Plan to be notified by the Department of Town & Country Planning, Punjab.
3) This 'Consent to Establish' (NOC) is issued from pollution angle and the industry shall obtain the statutory clearances/permissions from the other concerned departments, as required
Now, the industry has applied for consent to operate of the Board under the provisions of Water Act, 1974 & Air Act, 1981 for the operation of mix board mill with production capacity Mix Board/Card Board @ 8 TPD from by using raw material Paddy Straw @ 3.25 TPD, Primary ETP Sludge of Pulp & Paper Mill @ 5 TPD, Jute Bags/Cow Dung @ 3.25 TPD, with requisite documents.
The industry has attached NOC compliance, CA certificate, site plan with sludge storage area, undertaking regarding proprietorship, commissioning proof i.e. electricity bill.
The project proponent has deposited consent fee of Rs. 7200/- through online vide R.no. PUNBC24088002556 dated 28.03.2024 under the Water Act, 1974 and Rs. 7200/- through online vide R.no. PUNBC24088002562 dated 28.03.2024 under the Air Act, 1981, against the fixed assets of Rs. 48.5 lacs as per CA certificate dated 29.03.2024, which is adequate upto 31.12.2024 after adjusting penalty.
To check the contents of the application, the industry was visited by AEE of this office on 24.04.2024 and Sh. Gursewak Singh, Manager was contacted and it was observed as under-
1. The industry was carrying out trial run. Some raw material such as paddy straw, waste jute bags, were found stored at site. However, ETP sludge was not found stored at site.
2. The industry has provided settling tanks as ETP with provision to re-use its entire effluent in the process as recycle. It has provided flow meter on the recirculation pipeline.
3. The industry has provided pucca storage floor for storage of ETP sludge of paper industries along with shed over it.
4. The industry has planted sapling of trees along the boundary wall and also within the industry as a partition from the paddy storage area.
5. The industry has provided septic tank for treatment of the domestic effluent and treated domestic effluent is used for plantation.
From above it is clear that the industry is complying with the provisions of Water Act, 1974 & Air Act, 1981 as well as conditions of NOC granted to it.
Keeping in view of above, it recommended that case may be sent to Zonal Office, Bathinda with recommendation to grant the consents to operate under the provisions of Water Act, 1974 & Air Act, 1981 for the operation of mix board mill with production capacity Mix Board/Card Board @ 8 TPD from by using raw material Paddy Straw @ 3.25 TPD, Primary ETP Sludge of Pulp & Paper Mill @ 5 TPD, Jute Bags/Cow Dung @ 3.25 TPD, for a period of six months, with suitable conditions along with special condition that the industry will obtain authorization under the provisions of HOWM Rules, 2016 as well as passbook for processing the ETP sludge of paper mill as hazardous waste.
