File Note: It is intimated that the industry is a large scale unit and was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDHKH/2023/21274371 dated 23/03/2023, which was valid upto 31/03/2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDHKH/2023/21274368 dated 25/07/2023, which is valid upto 30/06/2026 for the manufacturing of Hand tools (With Zinc Plating /Shot Blasting/ Powder Coating @ 6 MTD and Auto Parts (With Zinc Plating/Shotblast/ Powder Coating) @ 5 MTD with special conditions mentioned therein. Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 alongwith requisite documents and consent fee. As per the record file, the fee deposited by the industry under the Water Act, 1974 and the Air Act, 1981 was adequate upto 30/06/2026 against the fixed assets of Rs. 2140.0 lacs. Now, the industry has submitted the CA certificate dated 12/03/2024, wherein, the total cost of fixed assets of the industry is Rs. 2512.0 lacs with value of plant & machinery is Rs. 1486.0 lacs. Accordingly, the industry has deposited Rs. 14,400/- vide online R. No. 155255355 dated 23/02/2024 as NOC regularization fee for increase in cost of fixed assets of the industry and Rs. 16,200/- vide R. No. PPCB/65, Book No. 5585 dated 10/04/2024 issued by DCFA under the Water Act, 1974. As such, the fee deposited by the industry under the Water Act, 1974 against the fixed assets of Rs. 2512.0 lacs is adequate upto 30/06/2026 as per Board's Office Order dated 29/10/2018. To verify the contents of the application, the industry was visited by the undersigned on 23/04/2024 and Sh. Ajay Parmar, HR was contacted. During visit, it was observed as under: 1. The industry was in operation during the visit. 2. The industry is involved in the process of Forging, machining, heat treatment, polishing, buffing, barrelling, vibro, zinc plating, powder coating etc. 3. The quenching of the product between hardening and tempering is being done through water and some special polymer is being added. The representative of the industry informed that effluent in the quenching tank is devoid of the metals after 45 days and is made up with addition of water and polymer. 4. The industry has installed pickling cum plating section which includes degreasing which HCL, water rinse, zinc plating, draining out, water rinse, nitric acid and chrome passivation etc. The industry has installed a separate water meter one on the main pipeline leading to automatic zinc platting section and the other on the pipeline connected with the main pipeline from which fresh water is being consumed in the pickling section then taken into manual zinc plating plant. 5. The industry has provided one no. storage tank of capacity 21000 Ltrs, for storage of effluent generated from the pickling cum passivation section. During visit, 18000 Ltrs. trade effluent was lying stored in the tank. 6. The industry has provided record regarding fresh water consumption vis-a-vis trade effluent lifted to the CETP. 7. The industry has made an agreement with M/s JBR Technology Pvt. Ltd., Focal Point, Ludhiana for lifting of trade effluent @ 60,000 litre/month generated from the process. 8. The industry has installed STP of capacity 25 KLD for treatment of domestic effluent and same was found in operation. The sampling of treated domestic wastewater from the outlet of the STP was carried out by the officers of the Board on 24/02/2024 and the analysis results are tabulated as below: Sr. No. Parameters Outlet of STP Prescribed standards 1. pH 7.7 6.5-9.0 2. Bio-chemical Oxygen Demand mg/l 16 30 6 Oil & Grease mg/l BDL 10 The above analysis report reveals that the concentrations of the parameters are within the permissible limits as prescribed by the Board. The treated domestic wastewater is being discharged onto land for plantation in an area of 2 acres. 9. The industry has provided water meter on the outlet of STP and maintaining record regarding the same. 10. The industry has installed 1 no. submersible pump for the abstraction of groundwater and it has provided water meter on it. 11. The industry has installed 2 no. sand barrel out of which one was in operation. The industry has made arrangements to re-circulate the effluent generated from barreling section. The industry has provided flow meter on the pipeline of re- circulation and maintain record of the same. Further, the Board vide letter no. 1955-57 dated 18/01/2023 has informed that department of Water Resources (RD and GR), Central Ground Water Authority, Ministry of Jal Shakti Govt. of India, New Delhi under Section 5 of the Environment (Protection) Act, 1986 has issued directions vide order dated 6/4/2022 that “It shall be mandatory for the project proponent abstracting ground water to obtain No objection Certificate from Central Ground Water Authority or the concerned State/UT Ground Water Authority as the case may be in the compliance conditions in consent to operate and consent to establish issued by the State pollution control Board” PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water abstraction @ 16.75 KLD. Considering 25 working days in a month, the ground water abstraction is 418.75 KL/month. The industry has obtained permission from PWRDA for abstraction of ground water @ 300 KL/month vide no. PWRDA/07/2021/L1/155 dated 19/07/2021. Now, the industry has applied for obtaining permission from PWRDA for abstraction of ground water @ 450 KL/month, which is under process. From above, it is clear that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974. In view of the facts mentioned above, if approved, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 may be renewed upto 30/06/2026 (in consonance with the validity of air consent) subject to the suitable conditions and special conditions that: 1. The industry shall submit the permission regarding ground water abstraction from PWRDA in this office within 01 month. 2. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future. 3. The industry shall lift its trade effluent generated from the process to the Common Effluent Treatment Plant only. 4. The promoter shall not discharge the treated effluent into any drain or outside its premises.
