File Note: • The industry is a small scale green category unit. • A complaint was received in this office through PGRS Portal on 10.10.2023 regarding the industry causing air pollution in the surrounding area. • Accordingly, the site of the unit was visited by JEE of this office on 11.10.2023 and it was observed that the unit was in operation during visit. The unit was engaged in the process of crushing & grinding of iron slag to recover the iron. The unit has installed 3 nos. of Crusher dhol and 3 no of Magnet machine. No trade effluent was generated by unit and only domestic water was being discharged into sewer. The unit has not installed any APCD to control the dust emission generated from the process. The Industry has not provided covered shed in half area of the plot. The representative of the unit has not produced any proof of date of commissioning. The unit was in operation without obtaining prior consent to operate of the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. • Thereafter, the industry was issued notice u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention and Control of Pollution) Act, 1981 with an opportunity of personal hearing before the Chief Environmental Engineer, Jalandhar on 23.11.2023, wherein it was decided that :- "Direction u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention and Control of Pollution) Act, 1981 be confirmed for closure & disconnection of electric connection." • Thereafter, the industry was issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention and Control of Pollution) Act, 1981 vide ZO letter No. 5699-5701 dated 01.01.2024 for disconnect the supply of electricity connection and disconnect the water supply and sewer connection. • In compliance to the orders of disconnection of electric supply the electric connection of the industry was disconnected by PSPCL authorities vide TDCO No. 073/76757 dated 12.02.2024. • Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for engaged in the manufacturing of Iron scarp (Sorted) @ 10 Metric Tonnes/Day by using Iron Scarp @ 10 Metric Tonnes/Day and detail of the same as under:- 1. The industry has deposited Rs. 14900/- (Rs. 4500/- under Air Act, 1981 and Rs. 9000/- balance fee, Rs. 900/- as NOC regularization fee, Rs. 500/- as form fee) vide UTR No. N020242843459596 dated 20.01.2024. Rs. 13500/- (Rs. 4500/- under Water Act, 1974, Rs. 9000/- balance fee) vide UTR No. N020242843460529 dated 20.01.2024against the fixed assets of Rs. 8.09 Lacs, which are adequate upto 30.06.2029 including 400% penalty. 2. The industry has submitted approved building plan from competent person under director of factories act, Punjab. 3. The industry has submitted classification of area certificate issued by ATP, Municipal Corporation, Jalandhar vide letter No. 82 dated 15.04.2024 in which mentioned that the site of the industry falls in General Industrial Zone as per Master Plan 2009-2031. 4. The industry has submitted electricity bill as per proof of date of commissioning. 5. The industry has submitted manufacturing process, registry of the land, proprietorship certificate and TDCO with the application. • The industry was visited by AEE of this office on 22.04.2024 and observed that the industry was not in operation during the time of visit due to disconnection of electricity supply. The industry has installed two crusher dhol. The industry has installed two magnate machines with dust collector to control the dust emissions at site. But, the industry has not installed proper hood on magnetic machine/crusher dhol and also not provided sampling arrangement with the stack for collection of air emission sample. There is no source of generation of trade effluent and only domestic effluent is discharged into sewer. There is no any activity was undergoing on during visit. The industry is complying with the provisions under Water (Prevention & Control of Pollution) Act, 1974 and not complying with under Air (Prevention and Control of Pollution) Act, 1981. Recommendation:- Keeping in view of above, it is recommended that the:- 1. Consent to operate under Water (Prevention & Control of Pollution) Act 1974 may be granted for six months with usual condition as per policy of the Board. 2. Consent to operate under Air (Prevention and Control of Pollution) Act, 1981 may be refused.
