CTOA/Fresh/RPN/2023/22345802 dated 27.06.2023 which was valid upto 31.12.2023 for production of Manufacturing of IMFL Cases @ 3000 Cases/Day and using raw material as Extra Neutral Alcohol (ENA) @ 3500 kl/Year, Demineralised Water For Makeup of IMFL @ 5000 kl/Year, Flavours And Permissible Colours @ 5 Kl/Year and Empty Glass Bottles Of Various Sizes (Virgin Grade) @ 8000000 Numbers/Day subject to certain terms and conditions mentioned therein. Thereafter, the industry was granted consent to establish (NOC) for expansion from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/RPN/2023/24000618 dated 30.11.2023 which was valid upto 29.11.2024 for manufacturing of IMFL cases @ 9000 Cases/Day (After Expansion) by using raw material as Extra Neutral Alcohol(ENA) - @ 10500 KL/Year (After Expansion), Demineralised water for makeup of IMF @ 15000 KL/Year (After Expansion), Flavours and Permissible Colours @15 KL/Year (After Expansion), Empty Glass Bottles of various sizes (Virgin Grade) @ 240000000 No./Year (After Expansion) subject to certain terms and conditions mentioned therein. Now, the industry has applied for obtaining varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of IMFL cases @ 9000 Cases/Day by using raw material as Extra Neutral Alcohol(ENA) @ 10500 KL/Year, Demineralised water for makeup of IMF @ 15000 KL/Year, Flavours and Permissible Colours @15 KL/Year, Empty Glass Bottles of various sizes (Virgin Grade) @ 240000000 No./Year alongwith requisite documents. The industry had deposited consent fee of Rs. 93,600 vide UTR No. N124232443869424 dated 04.05.2023 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 90,000/- vide UTR No. N124232443896897 dated 04.05.2023 under the Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the industry under the Water (Prevention & Control of Pollution) Act, 1974 was adequate upto 31.10.2027 and under the Air (Prevention & Control of Pollution) Act, 1981 was adequate upto 31.05.2028 against the total cost of the industry Rs. 758.57 lacs. The industry has now deposited Rs. 22500/- vide R. No. 98582383 dated 20.12.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 23000/- vide R. No. 900322208 dated 20.12.2023 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the industry under Water (Prevention & Control of Pollution) Act, 1974 is adequate upto 30.04.2029 under both Acts against the total cost of the industry Rs. 984.05 lacs. The industry has submitted compliance report of the conditions of the previous granted consent to establish (NOC) from pollution angle / consent to operate granted by the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The project proponent has submitted a receipt regarding they are applied for permission of ground water in the office of PWRDA. Further, the site of the industry was earlier visited by the Environmental Engineer (UP) of this office on26.10.2023 and Sh. Ravi Kumar. During the visit, effluent samples were collected and sent to Head Office for analysis. As per analysis report, the conc. of the parameters were found within the permissible limits of the Board as tabulated below: S. Oil & Grease , mg/l BDL BDL 10 The site of the industry was visited by the undersigned on 24.04.2024. During the visit, it was observed as under: 1. The industry is a bottling unit of Indian Made Foreign Liquor (IMFL) and same was in operation during visit. 2. The industry has installed 03 bottle filling line (automatic) and 03 sachet filling machine. 3. The industry has installed 04 bottle washing machines, out of 04, 03 bottle washing machines were in operational and remaining 01 additional washing machine has been kept as standby. 4. The industry has installed 03 ENA concentrate storage tank of capacity @ 50 KL each and 01 malt spirit storage tank. 5. The industry has installed 14 no. blending tank of capacity 30 KL each. 6. The industry has installed 01 no. tubewell/submersible for ground water abstraction and provided water meter at the outlet line. 7. The wastewater generated from washing of bottles is being treated through MGF and Sand filter. The filtered water is partially reused for washing of bottle and rejection water treated in the ETP. 8. The industry has installed ETP of capacity 20 KLD for treatment of wastewater @ 16 KLD generated from washing of the bottles. The same was in operation during visit. The treated wastewater is being discharged onto land for plantation developed as per Karnal Technology. 9. The wastewater @ 4 KLD is being generated from washing of office building and labour quarters. The same is being treated through STP of capacity 15 KLD. The components of STP consist of circulation tank, oil & grease, storage tank, SBR tank, treated water holding tank, MG, outlet. 10. The industry has developed plantation area under Karnal technology in an area of 0.5 acre, which is more than adequate for the disposal of treated wastewater of ETP & STP @ 20 KLD. 11. The industry has installed a DG set of capacity 125 KVA, which is equipped with canopy & stack of adequate height. 12. The industry is complying with the conditions of the earlier granted consent to operate as well as consent to establish (NOC) granted by the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. In view of the above, may if approved, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2028 subject to suitable conditions and following additional conditions that: 1. The industry shall operate ETP and STP regularly and efficiently. 2. The industry shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for ground water abstraction, within 03 months. 3. The industry shall not discharge its untreated effluent outside the premises in any circumstances. 4. The industry shall not start any other new process within its unit which may change its category from Orange to Red, without the prior written permission of the Board. 5. The industry shall obtain permission from other concern departments, if need be. 6. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain/ inland surface waters/ drain/ choe/ nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 7. The industry shall ensure that no problem related to pollution is being caused by the unit due to its operation and no public complaints are received by the Board in this regard. 8. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 9. This consent to operate is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/ project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
