The project proponent has applied for ‘Consent to Establish/ NOC’ from pollution angle under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for the establishment of 'Hot Mix Plant' for production of ready-mix concrete cement @ 60m3h, tiles/interlocking pavor/curve stone etc. @10000 nos/day, curve stone, bridge, paver & tiles @ 250 nos/day and premix @ 250 t/hour in the revenue estate of Village Nurpur Bet, in an area of 04 Kanals 0 Marlas from khasra no. 45//25 (8-0), Tehsil Ludhiana West, District Ludhiana…………………………
The project proponent has filled online application form and submitted the requisite documents i.e. copy of project report, distance certificate issued by Tehsildar, MOA, Copy of registry, Copy of DTP certificate regarding land use, Partnership deed, Lease deed. The project proponent has submitted project report with total cost of Rs. 350.00 Lacs.
The project proponent has deposited NOC fee, which is adequate for one year……………………
The project proponent has submitted feasibility report regarding control of air pollution and as per this report, the project proposed has proposed to install Wet scrubber as APCD with hot mix plant and Bag filter as APCD with RMC plant. Further, the project proponent has proposed to provide stacks of adequate heights with 03 no. bitemens heaters, which are adequate in principal. The HMP has submitted In-principal approval issued by the District Town Planner, Ludhiana vide letter no. 419 DTP(L)/M2C dated 20.02.2024 mentioning as under: “ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਵਾਕਿਆ Village Noorpur Bet-1 (H.B. No. 123), Tehsil and Distt. Ludhiana. (Area 0.5 Acres) ਵਿਖੇ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਖੇਤੀਬਾੜੀ ਜੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਆਨ ਲਾਈਨ ਪ੍ਰਤੀ ਬੇਨਤੀ ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ Premix Readymade Concrete Unit ਸਥਾਪਿਤ ਕਰਨ ਦੀ ਤਜਵੀਜ ਹੈ, ਜ਼ੋ ਕਿ ਯੂਨੀਫਾਈਡ ਜ਼ੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨ ਐਂਡ ਡਿਵੈੱਲਪਮੈਂਟ ਕੰਟਰੋਲਜ਼ ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਖੇਤੀਬਾੜੀ ਜੋਨ ਵਿੱਚ ਆਗਿਆਯੋਗ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ:17/17/2021-5ਐਚ.ਜੀ2/ਪੀ.ਐਫ., ਮਿਤੀ 06-05-2016 ਸਾਈਟ ਪੋਟੈਂਸ਼ੀਅਲ ਜ਼ੋਨ-1 ਵਿੱਚ ਪੈਂਦੀ ਹੈ।”
The project proponent has submitted distance report from the Tehsildar, Ludhiana West dated 16.01.2024 and the details are as under:
1) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਮਿਉਂਸੀਪਲ ਕਾਰਪੋਰੇਸ਼ਨ, ਲੁਧਿਆਣਾ ਤੋਂ 05 ਕਿਲੋਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
2) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਕਲਾਸ ਏ ਕਸਬੇ ਅਤੇ ਸ਼ਹਿਰ ਤੋ 02 ਕਿਲੋਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
3) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਹੋਰ ਕਸਬੇ ਅਤੇ ਸ਼ਹਿਰ ਤੋਂ 01 ਕਿਲੋਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
4) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਪਿੰਡ ਦੀ ਫਿਰਨੀ ਅਤੇ ਲਾਲ ਲਕੀਰ / ਲਾਲ ਡੋਰਾ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
5) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਵਾਈਲਡ ਲਾਈਫ ਸੈਕਚਰੀ ਅਤੇ ਚਿੜ੍ਹੀਆ ਘਰ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ। 6) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਨੈਸ਼ਨਲ ਹਾਈਵੇਅ / ਬਾਈਪਾਸ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
7) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਸਟੇਟ ਹਾਈਵੇਅ ਅਤੇ ਸ਼ਡਿਊਲ ਰੋਡ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
8) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਪ੍ਰਵਾਨਿਤ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ ਅਤੇ 15 / 25 ਪੱਕੇ ਮਕਾਨਾਂ ਦੀ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ / ਅਵਾਸ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
9) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਸਿੱਖਿਆ ਕੇਂਦਰ (ਸਕੂਲ / ਕਾਲਜ਼), ਇਤਿਹਾਸਿਕ ਧਾਰਮਿਕ ਸਥਾਨ ਅਤੇ ਸੁਰੱਖਿਅਕ ਸਮਾਰਕ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
10) ਇਹ ਹਾਟ ਮਿਕਸ ਪਲਾਂਟ ਹਸਪਤਾਲ, ਕਚਹਿਰੀ ਅਤੇ ਟੂਰਿਸਟ ਸਥਾਨ ਤੋਂ 1 ਕਿਲੋਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
The site of the HMP was visited by AEE of RO on 30.03.2024 and observed that :-
1. The site is located at Village Nurpur Bet near M/s NKC Constructions Hot mix Plant.
2. No construction has yet started at the site.
3. There is no religious place/ Educational Institute/ Zoo/ residential houses/ state highway / schedule highway / National Highway / Lal Lakir within the 500 meter area from the stack of the Hot Mix Plant.
4. There is no municipal corporation limit / Class A Town / other City within the 05 Kilometer area from the stack of the Hot Mix Plant. Hence the site is suitable for the proposed establishment of the above said Hot Mix Plant.
As proposed by Regional Office, if approved that ‘Consent to Establish (NOC) may be granted to the project proponent for one year for the establishment of 'Hot Mix Plant' for production readymix concrete cement @ 60m3h, tiles/interlocking pavor/curve stone etc. @10000 nos/day, curve stone, bridge, paver & tiles @ 250 nos/day and premix @ 250 t/hour in the revenue estate of Village Nurpur Bet, in an area of 04 Kanals 0 Marlas bearing khasra no. 45//25 (8-0), Tehsil Ludhiana West, District Ludhiana with usual conditions & with special conditions that:-
1. The industry will comply with the code of practice of hot mix plant vide notification of Punjab Govt. vide no. 178/99/03 dated 26.04.1999 before commissioning of the unit.
2. The industry should plant three rows of spreading crown & rust growing varieties of evergreen brand leaved trees all along the boundary.
3. All roads/ vehicular movement areas at site of Hot Mix Plant should be pucca/stabilized with stone aggregates and regular sprinkling of water be ensured so that no dust is generated with vehicular movement.
