Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 26.04.2024 w.r.t. show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 to M/s Channa Mechanical Works, 29/58, Daba Road, GT Road, Ludhiana.

No one attended the hearing.
The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is a small scale orange category unit and was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Fresh/LDH2/2019/11129011 dated 09/09/2019 valid upto 30/09/2024 and under Air Act, 1981 vide no. CTOA/Fresh/LDH2/2019/ 11129623 dated 09/09/2019 expired on 30/09/2024.
The industry has now applied for varied consent to operate under the Water Act, 1974 and the Air Act, 1981 for installation of induction furnace of capacity 300 kg/heat.
The application of the industry has been perused and it has been observed as under:-
1. The industry has not submitted the analysis report of air emissions of induction furnace.
2. The industry has not submitted the compliance of SOPs prescribed for such type of units by Punjab State Council for Science & Technology.
3. The industry has not submitted the detail of re-circulation system of cooling water.
4. The industry has submitted provisional Completion certificate of APCD with furnace from PSCST and failed to submit final certificate of APCD from PSCST.
5. The industry has not submitted Compliance Report of conditions of previous granted consents.
The industry was show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 26.04.2024.
No one from the industry attended the hearing. However, the industry has submitted written reply which has been taken on record. He submitted that the industry is having induction furnace capacity of 300 kg/heat. The industry will submit the analysis report of air emission within one month from the grant of consent and SOP compliance will be submitted after issuance of completion certificate which is still awaited from PSCST and will be submitted shortly. The industry have providing cooling tower to cooling water to re-circulate the water. The compliance report of NOC condition is annotated form is attached herewith.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The industry shall regularly operate APCD to achieve the prescribed limit of the Board.
2. The industry shall comply with the SOP prescribed for such type of units by Punjab State Council for Science & Technology.
3. The industry shall submit the analysis report of air e-emission within one month.
4. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted for one year.
5. The Environmental Engineer, Regional Office, Ludhiana shall visit the industry to verify the submission made by industry, collect air emission sample and submit a recommendation in compliance of OP within one month.
