It is intimated that the industry is a large scale red category unit engaged in process of dyeing and was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/20714433 dated 09.02.2023 and under Air Act, 1981 vide no. CTOA/Renewal/LDH3/2023/21718620 dated 19.09.2023 for the finishing of knitted & fabrics @ 12 MT/day, knitted dyed fabrics @ 5 MT/day, readymade garments @ 2000 numbers/day and dyeing of yarn & fabrics @ 12 MT/day with generation of trade effluent @ 1845 KLD into sewer after treatment through ETP and domestic effluent @ 65.0 KLD into sewer, which were expired on 31.03.2024.
Thereafter, show cause notice for non-compliance of the directions issued for stoppage of discharge of industrial effluents into municipal sewer of Ludhiana with opportunity of personal hearing given by the Chairman of the Board on 16.06.2023. After hearing the Competent Authority of the Board was decided as under:-
1. The industry shall continue to operate its pollution control devices regularly and efficiently so as to achieve the prescribed standards.
2. The industry shall submit action plan alongwith PERT Chart for the installation and commissioning of ZLD Plant, within 15 days.
3. The industry shall complete, commission, stabilize and operate the upgraded effluent treatment plant so as to achieve zero liquid discharge, by 31.03.2024, failing which Board shall be constrain to take further action as per the Environmental Laws.
4. The industry shall submit a bank guarantee of Rs. 50 lac with validity for one year, within 15 days as an assurance that the upgraded ETP based on ZLD technology will be installed and commissioned by 31.03.2024.
5. Environmental Engineer, Regional Office-3, Ludhiana shall verify the contention made by the industry during the hearing and compliance of above said decisions and submit the report with recommendation, within 20 days.
The industry has neither submitted PERT Chart for the installation and commissioning of ZLD Plant nor submitted any bank guarantee of Rs. 50 lac as an assurance that the upgraded ETP based on ZLD technology, however Board vide office order no. 111 dated 12.03.2024 have extended the time limit from 31.03.2024 to 30.06.2024 for large scale dyeing units for the adoption of ZLD.
It is also mentioned here that earlier the industry was imposed EC of Rs. 8 Lacs for the non- achievement of effluent discharge standards of effluent samples collected from outlet of ETP on 25.07.2022 due to not operating its ETP efficiently. The industry has deposited EC of Rs. 04 Lacs only and had requested to wave off remaining 50% EC, the request to wave off EC was processed alongwith last consent application and it was decided that, " With regard to waving of the 50% EC imposed by the Board, EE, RO may be directed to submit the compliance of the violations for which the EC was imposed to the industry.”
During the visit to industry on 25.07.2022 following violations were observed due to which EC of Rs. 08 lacs was imposed upon the industry:-
1. The industry has recently upgraded its ETP, which is based on physic chemical treatment followed by biological treatment. But during the visit, biological reactors were not in operation due to problem in the diffusers and the partly treated effluent by bye-passing the biological treatment was being discharged into sewer (only physico chemical treatment was in operation).
2. During the visit effluent samples from the outlet of the ETP were collected & the same were sent to Board's lab for analysis. Now the analysis report has been received in this office, from ZO lab. As per the report received, the results of various parameters are pH @ 7.7, TSS @ 68 mg/l, TDS @ 4314 mg/l, COD @ 296 mg/l, BOD @ 52 mg/l, O & G @ 5.6 mg/l, Sulphide @ 1.4 mg/l, Phenolic Compound @ BDL, Ammonical Nitrogen 8.0 mg/l and Total Chromium as Cr= @ BDL. As per the results, concentrations of TDS & BOD are beyond the permissible limits i.e. 4314 & 52 mg/l against the limit of 2100 & 30 mg/l.
3. The collection tank of the ETP was not properly maintained as solid waste and shrubs etc. were found floating in the collection tank of ETP.
4. The industry has provided OCEMS at the final outlet but the probes of the OCEMS were submerged in the drums/ buckets filled with effluent instead of a proper sump.
5. The industry has not provided proper sludge drying beds inside the premises.
6. Huge quantity of solid waste i.e. rags, plastic bags, shrubs etc. were also found dumped along the boiler area. Further the SO2 analyser installed with the boiler was not in operation
Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air Act, 1981 for the production of finishing of knitted & fabrics @ 12 MT/day, knitted dyed fabrics @ 5 MT/day, readymade garments @ 2000 numbers/day, dyeing of yarn & fabrics @ 12 MT/day and garments printing @ 1000 numbers/day, with generation of trade effluent @ 1845 KLD into sewer after treatment through ETP and domestic effluent @ 65.0 KLD into sewer. The industry has submitted fee Rs. 63,600/- vide R. no. 249174835 dated 27.03.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 3,18,000/- vide UTR no. HDFCR52023030387510154 dated 03.03.2023 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto 31.03.2025 and 31.03.2028 respectively.
The industry was visited by the AEE of this office on 04.04.2024 and observed that:-
1. The industry was in operation and the same was engaged in the process of manufacturing and printing of garments and dyeing of yarn and fabric.
2. The industry has installed soft flow dyeing machines as well as cone dyeing machines inside the premises for the dyeing of fabric as well as yarn.
3. The industry has also installed circular printing machines as well as table printing section inside the premises for the printing of garments.
4. The industry has made arrangements for the recovery of steam condensate of each and every dyeing machine installed inside the premises. Representative of the industry informed that they used to recover 70-80 % condensate from the process.
5. The industry has installed 04 winch machines of capacity 5 KG each for sampling purpose only.
6. The industry has ETP based on physico chemical treatment followed by Biological treatment and the same was in operation during the visit and the treated effluent was being discharged into the sewer.
7. During the visit effluent sample was collected from the outlet of the ETP and the same was sent to the Board’s lab for analysis. As per the analysis report received from the lab, the results of various parameters are as under:- pH= 7.4, TSS = 16 mg/l, TDS =1997 mg/l, COD = 58 mg/l, BOD = 10 mg/l, O & G = BDL, Sulphide= BDL, Phenolic Compound = BDL, Ammonical Nitrogen = 2.8 mg/l, Total Chromium = BDL and Color = 30 mg/l. As per the analysis report all the parameters are found within the limits prescribed by the Board.
8. The industry has installed one no. boiler of capacity 04 TPH and one no. boiler of capacity 06 TPH along with separate multi cyclones followed by dual wet scrubber as APCD and further connected to the common stack of adequate height along with proper sampling arrangements. The industry was using pet coke as fuel in its boiler. During visit only boiler of capacity 06 TPH was in operation and other is standby.
9. The industry has also installed one no. thermopack of 15 Lac Kcal and using pet coke as fuel in its thermopack. The industry has provided Cyclone followed by wet scrubber as APCD along with adequate height. During visit thermopac was in operation.
10. The industry is complying with the code of practice framed by the Board to utilize pet coke as fuel in its boiler as it has installed Online SO2 meter with stack, and pH meter with recirculation tank of scrubbing liquor, pressure gauge at the outlet of the pump used to supply the scrubbing liquor to the alkali scrubber and has installed cyclone followed by spray type double stage alkali scrubbers with each boiler and thermopac and has also provided stacks of height more than 30 meters.
11. During the visit emissions from the stacks of boiler as well as thermopac was clear. No black emissions observed.
12. The industry has installed 4 no. DG sets of capacities 3 no. @ 600 KVA each and 01 no. @ 380 KVA. All the DG sets are equipped with canopies with adequate stack height inside the premises.
13. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and industry has now removed violations observed during visit on 27.07.2022, due to which EC was imposed upon the industry.
In view of the above, it is recommended that :-
1. Renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.06.2024 with usual conditions and special conditions that:-
• The industry shall take adequate steps to stop discharging their industrial effluent into MC sewer, Ludhiana by 30.06.2024.
• The industry shall submit Bank Guarantee of Rs. 50 Lacs as an assurance to upgrade ETP based on ZLD technology within this period.
2. The request earlier made by the industry to waive off Environmental Compensation of remaining amount Rs. 4.0 lac out of Rs. 08 lacs may considered, please.
