• The industry is a small scale orange category unit.
• The industry was granted consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 valid upto 19.01.2023 for manufacturing of Sauces @ 2500 Kgs/day, Pickles @ 300 Kgs/day, Squash @ 200 Kgs/day by using vegetables @ 2000 Kgs/day, Water @ 400 Liter/day, Sugar @ 400 Kgs/day, Salt @ 50 Kgs/day, Spices @ 10 Kgs/day, Vinegar @ 150 Liter/day, as raw material.
• Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Sauces @ 2500 Kgs/day, Pickles @ 300 Kgs/day, Squash @ 200 Kgs/day by using vegetables @ 2000 Kgs/day, Water @ 400 Liter/day, Sugar @ 400 Kgs/day, Salt @ 50 Kgs/day, Spices @ 10 Kgs/day, Vinegar @ 150 Liter/day, as raw material and detail of the same is as under:-
1. The industry has deposited Rs. 33600/- vide UTR No. 822321328 dated 24.04.2024 under Water Act 1974 and Rs. 33600/- vide UTR No. 186155692 dated 24.04.2024 under Air Act, 1981 against the fixed assets of Rs. 96.90 lacs, which are adequate upto 19.01.2028.
2. The industry has submitted approved building plan from JDA, PUDA complex, Jalandhar.
3. The industry has submitted manufacturing process, feasibility report of ETP, registry of the land, proprietorship certificate with the application.
4. The industry has submitted area classification vide no. SPL-1 dated 30.12.2021, from DTP Jalandhar in which it is mentioned that the site of the proposed industry falls in general industrial zone.
5. The industry has not submitted completion certificate of the ETP installed at site.
• The industry was visited by the AEE of this office on 29.04.2024 and it was observed that:
1. The industry was in operation during visit and engaged in the manufacturing of Sauces, Pickles.
2. The industry has installed ETP at site for the treatment of effluent generated at site and same was in operation during visit. But the industry has not installed water meter at inlet and outlet, flow meter and energy meter with ETP.
3. The industry has not developed adequate plantation area for utilization treated trade effluent.
4. The industry has installed one wood fired boiler of capacity 1 TPH Cyclone Separator as APCD and with adequate stack height and same was not in operation during visit. But the industry has not provided sampling arrangement with the stack of boiler.
5. The industry is not complying with the conditions under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry is a small scale orange category unit and competency to decide such case lies with Senior Environmental Engineer, ZO, Jalandhar.
Keeping in view of above, it is recommended that fresh of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be refused.
