It is submitted that earlier the Project Proponent was granted consent to establish (NOC) of the Board from pollution angle through OCMMS vide no. CTE/Fresh/MOG/2024/24695656 dated 24.01.2024 for establishment of new unit (paddy straw based pelletization unit) under orange category for manufacturing of Bio Mass Pellets (Non-torrefied) @ 115 TPD by using Paddy Straw @ 100 MTD and other agriculture waste @ 20 MTD as raw material in land area of 15 kanals 19 marlas bearing khewat no. 597, khatoni no. 729, 730, khasra nos. 101//25/2/2(3-13), 24/2(0-3), 25/2/1(3-14), 102//21/2(4-8), 21/1(3-12), 20/2(0-9) in the revenue estate of Village Dhalle Ke, Tehsil & District Moga.
Now, the Project Proponent has again submitted its application for same capacity along with requisite documents, detail of which is as under:
1. The Project Proponent has submitted copy of project report showing updated values of proposed fixed assets of the unit of Rs. 707.7 lakhs. Accordingly, the Project Proponent has deposited Rs. 18000/- vide UTR/Ref No. 850480116 dated 29.04.2024, which is adequate for one year.
2. has submitted request letter, relevant part of which is reproduced as under:
"ਬੇਨਤੀ ਹੈ ਕਿ ਸਾਡੀ ਯੂਨਿਟ ਦੀ ਪ੍ਰੋਜੈਕਟ ਕੋਸਟ ਵਧ ਗਈ ਕਿਉਂਕਿ ਅਸੀ ਪਹਿਲਾ ਮਸ਼ੀਨ ਲੀਜ ਤੇ ਲੈਣ ਲਈ ਦੀ ਸੋਚ ਰਹੇ ਸੀ ਪਰ ਹੁਣ ਅਸੀਂ ਨਵੀਆਂ ਮਸ਼ੀਨਾਂ ਲਾ ਰਹੇ ਹਾਂ ਜਿਸ ਕਰਕੇ ਸਾਡੀ ਯੂਨਿਟ ਦੀ ਪ੍ਰੋਜੈਕਟ ਕੋਸਟ ਵਧ ਗਈ ਪਰ ਨਾ ਤਾਂ ਅਸੀ ਆਪਣੀ ਯੂਨਿਟ ਦੀ ਕਪੈਸਟੀ ਵਧਾਈ ਹੈ ਅਤੇ ਨਾ ਹੀ ਕੋਈ ਜਮੀਨ ਵਿਚ ਵਾਧਾ ਕੀਤਾ ਹੈ ਅਸੀ ਇਸ ਸਬੰਧੀ ਜੋ ਵੀ ਸਰਕਾਰੀ ਫਸੀ ਬਣਦੀ ਹੈ ਅਸੀ ਜਮਾਂ ਕਰਵਾਉਣ ਦੇ ਪਾਬੰਧ ਹੋਵਾਂਗੇ।"
The proposed site of the industry was already visited and found suitable for establishment of such type of unit.
Keeping in view of the above, it is recommended that the consent to establish (NOC) for establishment of paddy straw based pelletization unit may be granted with revised project detail for Biomass Pellets @ 115 MTD by using Paddy Straw @ 100 MTD and other agricultural waste @ 20 MTD as raw material, may be granted to the Project Proponent for a period of one year with suitable conditions and specific condition as mentioned in the NOC vide no. CTE/Fresh/MOG/2024/24410187 dated 08.01.2024.
