It is intimated that the Project proponent has proposed to establish an electroplating unit in plot no. B-8 & B-9 of Focal Point, Nabha and has applied for Consent to Establish 'NOC' from pollution angle for under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Auto Parts(Plating with Nickle Chrome) @ 20000 Nos./day by using Nickle @ 90 kgs/day, Chrome @ 15 kgs/day, Suronnen 81 @ 30 kgs/day, HCL @ 60 kgs/day & Un-chromed Auto Parts @ 20000 nos./day under red category along with requisite documents and fee.
The industry has deposited Rs. 14400/- vide online receipt no. 506964114 dated 08.04.2024 against the project cost of Rs. 299.81 lakh, which is adequate for one year. The industry has submitted a Project Report, lease deed, partnership deed, manufacturing process etc.
The site of the industry was visited by the undersigned on 22.04.2024. During the visit, it was observed that:
1. The proposed site of the industry i.e. B-8 and B-9, falls in the industrial focal point, Nabha.
2. The industry has taken land on lease from M/s Krishana Engineering Industries. Lease deed attached.
3. The industry has proposed to install Zinc plating plant in the plant. The industry has proposed to generate 350 ltr/day trade effluent and has proposed to lift entire trade effluent authorized recycler.
4. The industry will made job work for M/s JDS Industrial Corporation, Unit -3, Focal Point, Nabha.
5. The domestic effluent will be discharged in PSIEC sewer.
6. The representative informed that the industry shall use RO water in manufacturing process and industry shall install RO in its premises.
7. The RO reject will be reutilized for flushing purpose.
8. Presently, the industry has constructed working shed in the proposed land and is in the process of installing its proposed plant and machinery
As per the proposal of the industry, following pollution control measure will be taken:
Air Pollution and its measurement
• Process emissions: the process fumes to be generated from the electroplating / pickling process will be captured by the fumes extraction unit followed by alkali scrubber as APCD.
• The industry has proposed to install 1 hot water generator of capacity 600 kg/day by using wood as fuel. The industry has proposed to provide stack of adequate height as APCD with the same.
• 1 no. proposed D.G. set of capacity 500 KVA equipped with canopy and stack of adequate height.
Water Pollution and its measurement
• The spent acid and entire wastewater to be generated from the electroplating, rinsing, soaking and pickling process will be stored in a collection tank of capacity 12 KL each and thereafter will be lifted to authorized recycler.
• The domestic effluent will be discharged in PSIEC sewer.
• The representative informed that the industry shall use RO water in manufacturing process and industry shall install RO in its premises.
• The RO reject will be reutilized for flushing purpose.
Site Suitability: - The site of the industry falls in the Industrial Focal Point of Nabha. Hence, suitable for the expansion project.
Applicability of EIA notification dated 14/9/2006:- No, the industry does not require clearance under EIA notification dated 14/9/2006.
Applicability of first schedule of Factories Act: - Yes, the industry is covered under the First Schedule of Factories Act, 1948. As such, the industry is required to obtain clearance of site from SAC. However, as per the Govt. letter no. 7319-45 dated 27/8/2015 has exempted the industries from obtaining clearance under Factories Act, 1948, which are being established in industrial zones. In this case, the site of the industry falls in the Industrial Focal Point of Nabha. Hence, the site clearance is not required.
Applicability of Press Note-17 (1984 series):- Yes, the industry is covered under Press Note 17 (1984 series). However, the industry is small scale induction furnace unit (Proposed cost of plant & machinery is less than 5 crores), therefore, do not require to obtain environmental clearance under Press Note 17 (1984 series).
As the site of the unit falls in the Industrial Focal Point, the site is suitable for establishment of the proposed project.
In view of the above, if approved, the case may be SEE, ZP-1 with the recommendation that the industry may be granted consent to establish (NOC) from pollution angle for manufacturing of Auto Parts (Plating with Nickle Chrome) @ 20000 Nos./day by using Nickle @ 90 kgs/day, Chrome @ 15 kgs/day, Suronnen81 @ 30 kgs/day, HCL @ 60 kgs/day & Unchromed Autho Parts @ 20000 nos./day under red category subject to the suitable conditions as per policy of the board.
