It is intimated earlier the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 were granted to the subject cited industry vide online reference no. CTOW/Renewal/PKT/2019/11775225 & CTOA/Renewal/PKT/2019/11775160 dated 02/12/2019, which are valid upto 30/09/2024 for the production of Washed Crushed Bajri @ 8000 CFT/Day, Washed Sand @ 1000 CFT/Day & Boulder @ 1000 CFT/Day by using River Bed Material @ 10000 CFT/Day under orange category.
Now, the industry has applied for obtaining Consent to Establish (NOC) for modernization under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was granted vide online reference no. CTE/Exp/PKT/2023/24071943 dated 14/11/2023, which is valid upto 13/11/2024.
However, now, the stone crusher has again applied for obtaining consent to establish (NOC) for expansion from pollution angle to install New Additional Machinery in its existing industrial unit to manufacture additional quantity of Washed Crushed Bajri @ 24000 CFT/day, Washed Sand @ 19000 CFT/day, Wastage (Silt) @ 2000 CFT/Day by using River Bed Material @ 45000 CFT/Day under orange category.
As per the undertaking submitted by the industry, the industry has proposed to install additional machinery as follows”-
One no. Vibrator, One no. 01 no. Hydro-cyclone & 02 no. Cone Crusher (200 TPH Each).
As per application form the industry will generate trade effluent from washing @ 55 KLD and same will be 100% re-circulated after passing through settling tanks. However, the industry has increased capacity of the raw material, but the trade effluent generation has not been increased in the same proportion. As per discussion with the project proponent, the trade effluent will be generated @ 100 KLD, which will be recirculated through recirculation tanks of enhanced capacity. The domestic effluent/generated @ 1.0 KLD will be discharge into septic tank.
The industry has deposited Rs. 11300/- vide UTR No. 697384084 dated 24/04/2024 as NOC fee for one year period and including Rs. 500/- as form downloading fee against the total fixed assets value of Rs. 3,81,30,000/-.
The industry was visited by AEE of this office on 25/04/2024 and observed as under:-
1. The stone crusher is complying with the conditions of consent to operate granted earlier under both Acts.
2. The stone crusher is yet to install new equipment.
3. The existing unit of the stone crusher is in operational condition and was found complying with the code of practice prescribed by the Board for stone crushers.
4. The stone crusher has stabilized the approach road with river bed material within the premises and on the ramp.
5. The stone crusher has provided green belt along the boundary, however, same needs to be properly maintained for its proper growth (Agenda Note is also attached herewith).
In view of above, It is recommended that consent to establish (NOC) for the expansion from pollution angle may be granted for one year period along with suitable conditions and special conditions as under:-
1. The Expansion shall be carried out in the existing land only.
2. The industry will follow the Environmental Guidelines prescribed by the CPCB for stone crushers.
3. The stone crusher shall comply with the orders of NGT in O.A. No 57/2020 or any relevant orders of Competent Authority in related matter.
