The industry is small scale orange category unit and was granted 'Consent to Establish'/ NOC under the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 dated 17.04.2023 valid upto 16.04.2024 for establishment of unit for manufacturing of tablets @ 02 Crores/Annum and Capsules @ 03 Crore/Annum along with proposed discharge of trade effluent @ 0.4 KLD Onto land for plantation after treatment through ETP and domestic effluent @ 1.2 KLD onto land for plantation after treatment through septic tank………………………….
Now, the industry has applied for obtaining fresh 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for manufacturing of tablets @ 02 Crores/Annum and Capsules @ 03 Crore/Annum along with discharge of trade effluent @ 0.4 KLD Onto land for plantation after treatment through ETP and domestic effluent @ 1.2 KLD onto land for plantation after treatment through septic tank………………………
The industry has deposited consent fee , which is adequate upto 31.05.2028………………
The site was visited by AEE of RO on 15.04.2024 and it was observed as under:
1. The proposed site is located in Village Gaunspur, Tehsil Ludhiana West, District Ludhiana. The site is opposite to M/s Dolfin Rubbers Pvt. Ltd.
2. The industry has been established in same 06 kanals land for which it had obtained area classification from the DTP, Ludhiana vide no. 557 dated 03.03.2023. As per DTP report, the site of the industry falls under Industrial Zone as per provisions of the Approved Master Plan, Ludhiana (2007-31) and all type of industry is allowed in this area.
3. Construction at site has been completed and entire machinery has been installed. The industry has not yet commissioned.
4. The industry has installed ETP of capacity 2 KLD based on physio chemical for the treatment of its effluent. The ETP consists of screen chamber, collection tank, batching tank, primary clarifier, Filter feed tank, Pressure sand filter, Activated carbon filter, sludge drying beds. The industry has developed plantation along boundary wall near ETP area and a dedicated pocket of 05 Marlas land for discharge of its treated effluent onto land for plantation. Plantation area provided by the industry is adequate for discharge of treated trade effluent as well as domestic effluent.
5. The industry has provided septic tanks for treatment of the domestic waste water to be generated from its premises.
6. There is no source of air pollution from the process and also there is no requirement of boiler in the process.
7. The industry has submitted building plan approved by Architect Sh. Sumeet Pahuja (CA/2010/50534).
8. The industry has proposed to install 02 DG sets of capacity 100 KVA & 200 KVA along with canopy and adequate stack height. Thus, the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981.
As proposed by Regional Office, if approved that:
1. The ‘Consent to Operate' under the Air Act, 1981 may be granted to the industry for manufacturing of tablets @ 02 Crores/Annum and Capsules @ 03 Crore/Annum period upto 30.09.2027 subject to suitable conditions.
