File Note: It is intimated that the hospital has applied for obtaining fresh consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 15 beds along with requisite documents and fee. The hospital has deposited consent fee of Rs. 1,000/- vide R. No. 802613418 dated 23.04.2024 under Water Act, 1974 and Rs. 1,000/- vide R. No. 655407831 dated 23.04.2024 under the Air Act, 1981. The consent fee deposited by the hospital is adequate upto 31.12.2024 under both acts. The HCF has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar on 28.01.2022 which is valid upto 27.01.2025 for 15 beds. The hospital was visited by AEE (Er. Silvia Gupta, O/s) of this office on 30.04.2024 and it was observed as under: - 1. The HCF was in operation during the visit and having 15 bedded hospital. 2. The waste-water from the labs/ OT etc. is being discharged into MC sewer after treatment with sodium hypochlorite solutions. 3. The domestic effluent is being discharged into MC sewer. 4. The HCF has installed 1 no. of DG set of capacity 62.5 KVA with canopy and stack of adequate height. 5. The HCF has submitted approved site plan from MC Zirakpur. In view of above, it is recommended that consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for 30.09.2024 with special conditions as under: 1. The HCF shall not increase its bed capacity beyond 15 beds, without obtaining prior permission from PPCB. 2. The HCF shall install ETP-cum-STP for treatment of effluent generated from the hospital. 3. The HCF shall renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. 4. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under Bio-medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any. 5. The HCF shall not discharge the effluent into any drain/choe/nallah, in any case. 6. The HCF shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 7. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 8. The HCF shall comply with the provisions of Solid Waste Management Rules, 2016. 9. The HCF shall comply with the provisions of Bio-Medical Waste Management Rules, 2016. 10. The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 11. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency –Environmental Engineer
