The industry is a large scale red category solvent extraction/saila plant. The industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/FZL/2023/22430310 dt. 25.07.2023 and under the Air Act, 1981 vide no. CTOA/Renewal/FZL/2023/22430306 dt 25.07.2023, subject to the suitable conditions mentioned therein with validity upto 31.03.2024 for the production of Refined Oil @ 200 TPD, Saila Rice @ 140 TPD with sortex & dryers and by product De-oiled cake & Rice Bran @ 200 TPD by using Paddy @ 200 TPD, Edible Oil @ 200 TPD (for refinery unit) and Rice Bran & Oil Cake @ 200 TPD as raw material and for discharge of treated effluent @ 210 KLD onto land for plantation.
Thereafter, the industry was visited by undersigned (AEE) alongwith ASO of the Board’s lab on 08.12.2023 and it was observed as under:-
1) The industry was in operation for manufacturing of steamed rice via both shelling lines and solvent extraction plant. Refinery unit was not in operation. As per onsite circumstances, it can be concluded that the refinery unit has not been operated since long.
2) ETP installed by the industry was inline & under stabilization. Effluent generation at the inlet of ETP was very low and no effluent was discharged at the outlet of ETP. As such, effluent sampling of the industry was not carried out during the visit.
3) The industry has installed Boiler furnace of capacity 08 TPH with Trima Cyclone as APCD and Thermo-pack of capacity 25 Lac Kcal installed with multi-cyclone as APCD. During the visit, only boiler furnace of capacity 8 TPH was in operation. Emission sample was collected from the stack of APCD connected to the boiler furnace and as per analysis report of Board’s lab, the concentration of particulate matter was found to be 231 mg/Nm3 against the 500 mg/Nm3.
4) The industry has provided 02 no. shelling lines and 02 no. paddy pre cleaners with the rice milling unit and the industry was advised to provide stack of adequate height as well as sampling arrangement with the cyclones installed as APCD with these shelling lines.
Thereafter, the industry had applied for renewal of consents to operate under the Water Act, 1974 & Air Act, 1981. The industry was visited by undersigned on 28.03.2024 and it was observed as under:-
1) The industry was in operation, with saila section on one shelling line, steamed section on other shelling line and solvent extraction plan. Refinery unit was not in operation.
2) The industry has installed common ETP consisting of components -Screen Chamber, Oil & Grease Trap, Equalization Tank with Air Diffuser (I&II), Tube Settler, Buffer Tank, UASB Reactor, Secondary Clarifier, Aeration Tank with Air Diffuser System, Clarifier, Filter Fired Tank, Hypo Dosing, Pressure Sand Filter and Activated Carbon Filter. For sludge treatment, sludge holing taking with diffuser, sludge feed pump & centrifuge.
However, the ETP was in operation with components collection-cum-equalization tank Screen Chamber Oil & Grease Trap Equalization Tank with Air Diffuser (I&II) Tube Settler Pressure sand filter Activated Carbon Filter Outlet. UASB reactor was not in operation as less quantity of effluent available at inlet of ETP due to non-operation of regular saila section and refinery section.
Effluent samples were collected from the outlet of ETP as well as aeration tank of ETP for analysis.
3) The industry was advised during visit to submit record of fresh water consumption as well as effluent generation / treatment.
4) The industry has developed plantation in an area of about 2.5 acres at the backside of its premises however vegetation / weeds were found grown and same is required to be cleaned / maintained.
5) The industry has still not provided stack of adequate height and with adequate arrangements for carrying out emission sampling at the paddy pre cleaner section as well as shelling section and the industry was again advised to rectify the same.
As the analysis report of samples was pending, as such the consents application of the industry were returned with the request to resubmit the same with compliance of the above observations as well as sample analysis report / charges carried out by the Board.
Now, the industry has resubmitted application for obtaining renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of saila rice @ 140 TPD and de-oiled cake @ 200 TPD. Details of the case are as under:-
• The industry has submitted CA certificate showing gross fixed assets of Rs. 1649.95 Lakhs. Consent to operate already deposited by the industry is adequate upto 30.09.2026.
• The industry has submitted compliance of the observations raised during visit to the industry on 28.03.2024.
The industry was visited by undersigned on 29.04.2024 and it was observed as under: -
1) The industry was in operation for solvent extraction plant only and the rice shelling unit was lying closed due to completion of milling. The refinery section was not in operation. The industry was in the process of uninstalling of the refinery section.
2) ETP installed by the industry was under stabilization. Now, analysis report of samples has been received from the Board’s lab and the concentration of parameters pH, TSS, COD, BOD, Oil & Grese, MlSS and MLVSS are found to be 7.7, 65 mg/l, 168 mg/l,43 mg/l,5.8 mg/l, 3240 mg/l & 2050 mg/l, which is within the limits prescribed by the Board.
3) The industry has provided flow meter at the outlet of ETP and same was working showing volumematric reading as 9013 m3 however has not maintained record regarding operation of ETP. The industry has provided flow meter at the source of water supply. It has submitted record regarding fresh water consumption from the submersible however effluent generation / treatment and fresh water intake balance cannot be checked.
4) The industry has provided plantation in an area of about 2.5 acres and same was found cleaned. However, vacant patches in the plantation area were observed and the industry is required to plant trees at these vacant patches.
5) Boiler furnace of capacity 08 TPH installed with Trima Cyclone as APCD was in operation. No fuel ash was found stored in the industry premises. Representative of the industry informed that the ash is being lifted by the local farmers for its utilization in their field.
6) The industry has provided separate cyclone separators as APCDs with shelling section and paddy cleaner of dryer section. However, the industry has still not provided stack of adequate height as well as sampling arrangements with one of the shelling line and one of the paddy pre cleaner section.
7) The industry has installed one D.G set having capacity 1000 KVA with canopy and stack of adequate height above roof level have been provided with the D.G set.
8) The industry has maintained record regarding lifting of fuel ash from its premises.
9) The industry has now applied for revised products for manufacturing of saila rice and de-oiled cake only with generation of treated trade effluent @ 105 KLD. The industry was enquired regarding the same and they informed that the refinery section will be removed from the premises within few months and only rice mill industry and solvent will remain operation at the premises. The industry was advised to apply for revised consents for revised products as well as proper feasibility report / effluent generation details for disposal revised treated trade effluent.
In view of the above, the industry is not complying with the provisions of the Air Act, 1981 as well as Water Act, 1981, it is recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be refused please.
