Sir kindly peruse the note of RO as well as AEE (PBIP). Briefly stated as under:
a) Industry is an existing large scale orange category unit and having valid CTO upto 30/09/2024 for the manufacturing of M.S. Ingots @ 72 MTD and Runner Riser @ 04 MTD in premises measuring 2.17 Acres subject to certain conditions as mentioned therein.
b) Industry has applied for varied consent to operate for installation of CCM plant and rolling mill to manufacture Billets (With CCM Plant) Or Round, Square, Hexa, Flat Bar, HR Coil, Patra, CR Coil, Angle, Channel etc. (with rolling mill without reverberatory furnace) @ 72 TPD and addition of land to existing premises measuring around 2.0 Acres resultant premises measures 4.17 Acres. The industry has not proposed to install any additional induction furnace or upgraded the existing induction furnace.
c) Industry has deposited consent fee adequate upto 31/03/2026.
d) Industry has also obtained EC from the SEIAA, Punjab vide no. 2024/EC/E/65 dated 18/04/2024 for the expansion of its existing steel manufacturing unit for increase in production capacity from 72 TPD to 455 TPD (159250 TPA) for manufacturing of billets /ingots or rolled products (Bars, Squares, Rounds) by installation of 03 No. Induction furnaces of capacity 1 x 10 TPH & 2 x 20TPH (by replacing existing IF of 6 TPH capacity) and 02 No. of rolling mill at site measuring 4.17 Acres in the revenue estate of Village Kumbhra, Near Truck Stand, Mandi Gobindgarh, District Fatehgarh Sahib, Punjab.
e) The RO brought out in its note that the villagers of the Chattarpura has filed a CWP no. 6502/2024 in the Hon’ble Punjab and Haryana High Court against the expansion of the industry towards village Chattarpura and PPCB is a party in the case. Next date of hearing is fixed on 15/05/2024.
f) RO in its visit has stated that:
1) The induction furnace was in operation but CCM and rolling mill was not in operation during the visit.
2) Induction furnace of capacity 6 TPH has been installed and installed spark arrestor followed by bag filter houses as APCD to control the air emissions from the furnace as per design of PSCST, Chandigarh.
g) RO has recommended that the varied consent to operate for the manufacturing of M.S. Ingots @ 72 MTD or Billets @ 72 MTD, Runner & Riser @ 04 MTD and Round, Square, Hexa, Flat Bar, HR, Coil, Patra, CR Coil, Angle, Channel etc. @ 72 MTD be granted upto 30/09/2025.
h) It is also pertinent to mention here that the industry has installed IF of 6 TPH at present and is yet to install the rest of the induction furnaces for which EC has been obtained. Thus, at present the condition to provide secondary emission system is not applicable on the furnace of 6 TPH i.e. 25,200 TPA as the OM dated 09.08.2018 issued by MoEF is applicable to the furnaces covered under EIA notification i.e. having capacity more than 30,000 TPA. Therefore, the condition of imposing bank guarantee for providing secondary emission on 6 TPH IF becomes null & void.
In light of the above, if approved, action as proposed AEE(PBIP) regarding issuance of varied consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for installation of CCM plant and rolling mill to manufacture Billets (With CCM Plant) Or Round, Square, Hexa, Flat Bar, HR Coil, Patra, CR Coil, Angle, Channel etc. (with rolling mill without reverberatory furnace) @ 72 TPD in an area of 3.54635 Acres (addition of land@1.375 acres with existing land measuring 2.17135 Acres) as well as for green area to be developed in an additional area of 0.625 acres (for which classification of land use is to be submitted) adjoining to the 3.54635 acre area, be granted to the unit upto 31.03.2025 subject to the conditions as mentioned in his note with amendment in condition no. 3, 6 and addition of condition as under be taken, please:

3. The industry shall submit classification of land use of the remaining 0.625 Acres land proposed for development of plantation area as per Karnal Technology before 30.06.2024 to the Board. In case, it is proved at any stage that the said 0.625 Acres land area is not suitable for establishment of unit and/or development of plantation area for discharge of its treated effluent as per the provisions contained in the Master Plan of the area, then the CTO may be deemed cancelled and the Punjab Pollution Control Board shall not be responsible for any financial liability and/ or any other liability of the project proponent, due to grant of this Consent to operate. However, the industry may apply for revised CTO with alternative piece of land falling in industrial zone (adjoining to 3.54635 acre area) to be developed as per green area in compliance to the condition of environmental clearance.
6. The industry shall provide the Air Pollution Control Device of appropriate design for control of
secondary emissions generated from the furnace unit as per requirement.
Additional Condition
The industry shall be bound to apply for revised CTE / CTO as & when the expansion is carried out as per Environmental clearance already obtained vide no. 2024/EC/E/65 dated 18/04/2024.
