The industry has applied for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents for manufacturing of Bobbin case Spring @1728000Nos/Year, Shuttle Race Set @ 51,84,000 Nos/Year, Carrier Shuttle Driver @ 17,28,000 Nos/Year, Washer @ 1,20,000 Nos/Year and Slid Plate Spring @ 8,64,000 Nos/Year using CACR Coil (MS Steel) @ 48 MT/Year as Raw material. The industry has submitted the following documents :-
1. Location/Site Plan
2. Proprietorship Certificate
3. Process Flow Chart
4. DTP Certificate,
5. Project Report
6. Copy of Lease Deed
To verify the facts of the case, the site of the industry was visited by the AEE (undersigned) on 26.04.2024 and observed as under:-
1. The industry has constructed the working hall and plastering was in progress.
2. No machinery has been installed yet.
3. The Industrial Electric connection has not been released by the PSPCL authorities.
4. The manufacturing process of the industry will be Raw MaterialBlankingBending Final BendingHardening Surface FinishingChecking/PackingDispatch.
5. There will be no source of generation of trade effluent, cooling water will be re-circulated and domestic effluent will be discharged onto land for plantation after treating it in septic tank.
6. The industry has kept appox. 100 Sq.Yard piece of land inside the factory premises for plantation.
7. The industry has taken the land on lease from Smt. Shivneet Kaur Saggu W/o S. Harjinder Singh Saggu R/o 8021, St.No.4, Ranjit Nagar, Miller Ganj, Ludhiana for a period of
5 years w.e.f. 08.09.2023.
8. As per DTP, Ludhiana letter No. 2812 DTP(L)/ M2A dated 23.11.2023, the site of the industry falls in Industrial Zone.
9. The cost of the project is Rs. 59.54 Lacs, out of which the cost of Plant and Machinery is Rs. 15.72 Lacs.
10. The industry has deposited Rs. 3,400/- (Rs. 2,900/- NOC Fee + Rs. 5,00/- form fee) vide UTR / Reference. No. POD018683578 dated 16.04.2024.
11. The Consent to establish (NOC) fee deposited by the industry is adequate for one year.
Keeping in view of above, it is recommended that Consent to establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with usual conditions and with the special condition that industry will not install any Water/Air polluting machinery without the written permission of the Board.
