Sir, it is intimated that the industry is medium scale red category unit. The industry was earlier granted consent to operate under Water Act, 1974 and under Air Act, 1981 Valid upto 31/03/2026 subject to the certain conditions mentioned therein. Thereafter, the industry had granted consent to establish (NOC) vide no. CTE/Exp/LDH2/2024/24227575 dated 08/01/2024 valid upto 07/01/2025 for addition of automatic pickling line with ETP and a fume scrubber plant. The industry at the time of NOC had proposed to install a pickling process line. Treated water from ETP will be taken again into the process through ZLD. There will be no discharge of treated trade effluent.
1. During the pickling process, some acid fumes will be generated to control these fumes water scrubber is installed to dissolve the acid fumes in water.
Accordingly, the site of the project was visited by RO on 26.04.2024 and it was observed that :-
1. The industry was in operation & is engaged in the manufacturing of products of C.R. Precision tube.
2. The industry has installed one cold rolling machine.
3. The industry has installed one annealing furnace, with adequate stack height and LPG was being used as fuel in its annealing furnace.
4. The industry has installed 2 no. slitting lines.
5. The industry has now installed the pickling line as proposed in the NOC granted to the industry. However, the same has not been operationalized yet.
6. To control the acid fumes generated from the pickling process, the industry has installed water scrubber alongwith the stack as proposed in the NOC.
7. The industry has made an agreement of 8000 Ltr/month for lifting of spent acid generated from the process with M/s JBR Technologies Pvt. Ltd, Phase-8, Focal Point, Ludhiana.
8. For the treatment of washing water generated from the process, the industry has installed ETP based on ZLD process as proposed in the NOC the ETP treats the effluent through physico chemical process, which is followed by RO system for tertiary treatment, RO permeate is to be used back in the process and RO reject is to be forced evaporated.
9. The industry has provided water meters at requisite locations, however the process has not been started yet.
10. The industry has installed one D.G set of capacity 320 KVA in its premises, which is with canopy.
RO recommended that :- A The project proponent may be granted Consent to operate under the provisions of the Air Act, 1981 may be granted upto 31.03.2028 with appropriate conditions and special conditions that :- 1. The industry shall air the emission sample analyzed from Boards Lab within one month, please. 2. The industry shall submit record regarding operation of ETP based on ZLD system on 5th of every month to the Regional Office.
Keeping in view of above, it is recommended that :- A The project proponent may be granted Consent to operate under the provisions of the the Air Act, 1981 may be granted upto 31.03.2028 as per condition proposed by RO.
