File Note:  Earlier, the hospital was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/JAL/2019/10333873 dated 09.10.2019 valid upto 30.06.2024 with suitable conditions mentioned therein.  Thereafter, the hospital was granted varied consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Varied/PBIP/JAL/2023/2309292509 dated 20.12.2023, valid upto 31.03.2024 for 750 beds.  Now, the hospital has applied for renewal of consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 with requisite documents.  Accordingly, the hospital was visited by the EE alongwith AEE of this office on 02.05.2024 and it was observed that: - 1. The hospital having bed capacity of 750. 2. 10% Hypo chlorite solution treatment is provided to all the liquid waste treatment sections i.e. lab, OT and dialysis unit. 3. The hospital has installed ETP cum STP for its trade and domestic effluent. 4. The HCF has installed chemical treatment ETP using poly, PAC and lime dosing and tubesettler for treatment of effluent of laundry section. 5. After treatment in tubesettler, this effluent is mixed with domestic effluent and liquid bio medical waste. Thereafter MBBR, clarifier, filteration unit and CCT are provided which were in operation. 6. A legal effluent sample was collected by EE along with AEE of this office on 13.10.2023 and sent to Water Lab, Head Office, Patiala for analysis. As per analysis report, all parameters were within prescribed limits of the Board. 7. The record of total discharge from the outlet is being maintained. As per record average discharge for the last three months was 201 KLD. 8. The HCF has provided plantation as per Karnal Technology in about 0.17 acres, tree plantation in 10 acres and lawns in 12 acres. The plantation area is adequate to handle the effluent. 9. The hospital is complying with all the provisions of Water (Prevention and Control of Pollution) Act, 1974. Keeping in view of the above, it is recommended that consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 may be granted upto 31.03.2027 to the HCF, please.
