It is submitted that the industry has applied for setting up a new rice sheller including dryer namely M/s Singla Agro Foods in the revenue estate of Village Bhankhar, Patiala. The industry has proposed for manufacturing of dry / Raw rice @3.0 T/hr by using paddy @ 4.5 T/hr as raw material with drier having capacity of 24 Ton/batch and for the discharge of domestic effluent 1.5 KLD, onto land for plantation after treated in septic tank under orange category.
The industry has submitted Proprietorship deed, location plan, feasibility report, brief project report, DTP report, Revenue Report from Tehsildar etc. along with the application form.
The manufacturing process involved is paddy pre-cleaning drying de-husking separation polishing rice grading sortex packing & storage.
NOC fees: -
The industry has deposited Rs. 11300/- (Rs. 10800/- as NOC consent fee and Rs. 500/- as application form fee) vide R. No. 155963366 dated 18.04.2024 on account of NOC fee against the total proposed project cost of Rs. 229.19 lacs as per the project report, which is adequate for one year.
Proprietor undertaking:
The industry has submitted proprietorship undertaking according to which Sh. Pardeep Singla S/o Sh. Pawan Kumar Singla as a proprietor of the unit.
DTP Report: -
The industry has submitted Land use pattern details issued by DTP Patiala vide letter no. 718-19 DTP(P)/P-62 dated 15.04.2024, which is as under:
The industry has submitted a Revenue report from Tehsildar, Patiala dated 20.03.2024.
As per the reports of DTP Patiala and Tehsildar Patiala, the site of the rice sheller unit is complying with the sitting guidelines framed by Govt. of Punjab for rice shellers vide notification no. 10/48/2004-STE (4) /932 dated 15/10/2013.
Feasibility Report:
The industry has submitted feasibility report prepared by Terrasyn Initiatives, SCF- 29, S.S.T. Nagar, Rajpura Road, Patiala. The details regarding pollution sources in the unit and control systems proposed are as follows:
Process Emissions (paddy milling):
The process emissions will be due to from the paddy milling process. The only source of air pollution is due to dust, as suspended particulate matter (SPM). The sources of dust are: a) Dust contained in or adhered to the surface of the paddy, and b) dust formation due to mechanical process of grinding. The processes contributing to the SPM are; a) Pouring of paddy in the paddy feeder, b) lifting/ release of paddy by the elevator (first three elevators), c) cleaning of paddy in the paddy cleaner, d) the paddy dehusker during the process of dehusking e) release of paddy-rice-husk on the husk cleaner. The pollution is because of the dust, which being of mechanical origin, is expected to be of size greater than 5 micron. Further, the particulate matter is not of corrosive and abrasive nature.
The industry has proposed to install cyclone as air pollution control device followed by stack of height 3 meter above roof level to control process emissions to be generated from paddy processing and shall achieve emissions standards for SPM ≤750 mg/Nm3.
Combustion emissions:
The industry will be generating combustion emissions produced by the drier furnace. The flue gases will be directly injected into drier column.
The drier column has large flow through cross section resulting in low emission flow through velocity. Also, cooling of the flue gases during its upward movement also lowers its upflow velocity.
Because of low up-flow velocity of the flue gas through the drier column ( sim 1 - 2m / s ) most of the suspended particulates will settle down and gets separated from the flue gas easily. Besides, the multiple sections of trays (provided to facilitate thorough contact of paddy with hot air) also helps in separation of suspended particles/ash from the hot air through impingement and inertial separation. The particulates get settled in the bin (along with the paddy) at the bottom of drier column.
As the expected dust loading in the combustion emission will be very less, the emission will not require any gas cleaning device.
Process emissions (paddy pre-cleaning/paddy transfer)
The air pollution is potentially due to dust getting released in paddy pre-cleaning process as well as during paddy transfer/release in the paddy drier (at inlet and outlet to the elevator feeding the paddy drier column).
The only type of pollution problem associated with the process is air pollution due to removal of foreign matter/dust present in the raw paddy during the pre-cleaning and transfer of paddy to the drier (lifting/release of paddy by the elevator downstream of the pre-cleaner).
As per the norms of Punjab Pollution Control Board (as applicable to the industry), the air emission shall not have SPM levels (in the stack) exceeding 750mg / Nm3.
The industry has proposed to install cyclone as air pollution control device followed by stack of height 3 meter above roof level to control process emissions to be generated from paddy pre processing and shall achieve emissions standards for SPM ≤750 mg/Nm3.
Sortex
The fine cleaning process is expected to generate some dust laden air, having SPM, formed
due to mechanical grinding, and having average particle size greater than 5 µm. Also, concentration of SPM in the contaminated air is expected to be less than 500mg / Nm3
As per the norms of Punjab Pollution Control Board (as applicable to the industry), the flue gas emission shall not have SPM levels (in the stack) exceeding 750mg / Nm3
Further, before the discharge of dust laden process air, a cyclonic separator is provided as a part of standard machinery and equipment of the sortex.
As per feasibility report the industry has proposed to install twin compartment septic tank for the treatment of domestic waste sewage generated from the unit. The feasibility report is enclosed/ attached herewith.
Visit Report
Accordingly, the site was visited by the AEE of this office on 30.04.2024 and contacted Sh. Pardeep Singla, Proprietor of the industry. During visit, it was observed that:
1. The proposed site of the industry falls on the left hand side of Bhankhar-Mandi Road.
2. The industry has not started any construction activity at the site.
3. No high tension wire passing above the proposed site.
4. As checked from google maps No Lal Dora/ Phirni/ of any village was found within the 500 m from the proposed site.
From the above mentioned facts, the site is meeting with the siting guidelines framed by Govt. of Punjab for rice shellersvide notification Dt. 13/9/2006 lastly amended and notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013.
The NOC form, project report, DTP letter, SDM certificate, land records etc. are placed below for kind perusal.
In view of above mentioned facts and report of the concerned departments, it is recommended that the consent to establish (NOC) may be granted to the subject cited industry for setting up of rice sheller for manufacturing of dry/raw rice @ 3.0 TPH by using paddy @ 4.5 TPH as raw material with drier having capacity of 24 MT with suitable conditions and following additional conditions:
1. The industry shall establish its rice shelling unit in the revenue estate of Village Bhankhar Tehsil and Distt. Patiala only in Khasra nos. and area mentioned in the DTP report.
2. The industry shall comply with the code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013 in true letter and spirit.
3. The industry shall install APCD as proposed in the technical report submitted by the industry along with the application.
4. The industry shall not undertake washing of driers and generate trade effluent. Only domestic effluent will be generated, which shall be discharged onto land for plantation after septic tank.
5. The industry will submit building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952.
6. The industry shall comply with the guidelines for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
7. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF.
8. The industry shall bound to comply with the laws & bye-laws of the Master Plan to be prepared by the Department of Town and Country Planning, Punjab.
