It is submitted that earlier the industry was granted fresh consent to operate under green category under the provisions the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/RPN/2018/7458869 dated 09.05.2018 valid upto 30.06.2028 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/RPN/2018/7458865 dated 09.05.2018 valid upto 30.06.2028 for manufacturing of Plastic Moulded Part & Plastic Furnitures @ 174 Kgs/day by using raw material as Poly Propylene @ 117 Kgs/day, ABS @ 66 Kgs/day subject to certain terms and conditions mentioned therein.
Now, the industry has applied for varied consent to operate under orange category under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Plastic Moulded parts and Furniture @ 5376 kg/day by using raw material as ABS / Nylon 360 Kgs/day, Misc. Additives 40 Kgs/day, Polypropylene 5200 Kgs/day alongwith requisite documents.
The industry had deposited consent fee of Rs. 210500/- vide R. No. 8/4613 dated 27.03.2018 (Rs. 105000/- under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 105000/- under Air (Prevention & Control of Pollution) Act, 1981). The industry has now deposited Rs. 49800/- vide R No. 999506593 dated 16.04.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 49800/- vide R. No. 816452867 dated 16.04.2024 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the industry is adequate upto 31.07.2033 against the total cost of the industry Rs. 927.26 lacs.
The industry has submitted compliance report of the conditions of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The industry has submitted building plan approved by Additional Director of Factories, Director of Factories, Punjab.
The site of the industry was visited by the Er. Ayush Anguralia, AEE (OS) & Er. Jasdeep Singh, JEE (OS) on 10.04.2024. During the visit, it was observed as under:
1. During the visit, the industry is in operation.
2. The industry has installed 02 no. DG sets of capacities 160 KVA & 380 KVA with adequate stack heights & canopies.
3. No packaging material is being manufactured by the industry.
4. The industry has constructed 01 no. of shed for carrying out manufacturing of the plastic furniture/ moulded parts.
5. There is no change in the land & building, the industry has expanded its production capacity within the existing premises.
6. The industry has installed plastic injection moulding machines, air compressor, granulator for carrying out the manufacturing of moulding plastic.
7. The industry is using fresh virgin granules for the manufacturing of plastic products.
8. The industry has also constructed one septic tank for the treatment of the domestic effluent.
9. No trade effluent is being generated by the industry.
10. The industry has not installed any boiler/ furnace in its premises.
The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, may if approved, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted 30.09.2032 subject to suitable conditions and following additional conditions that:
1. The industry will stick to the production capacity viz-a-viz discharge mentioned in this consent and will not increase the same without the prior written permission of the Board.
2. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain/ inland surface waters/ drain/ choe/ nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
3. The industry shall ensure that no problem related to pollution is being caused by the unit due to its operation and no public complaints are received by the Board in this regard.
4. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time.
5. The industry shall obtain authorization of the Board under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
6. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
7. This consent to operate is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/ project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
