Sir, the project proponent (PP) has applied for ‘Consent to Establish (NOC) from Pollution Angle for the establishment of new Commercial Complex (having 78 Commercial Shops and 2 restaurants) at village Bondli, Tehsil Samrala.
The PP has submitted project report with total cost of Rs. 4500.01 Lacs.
The PP has obtained the Letter of Intent (LOI) for setting up Commercial Colony/Project “Shoplaza” (Area 5.9875 acres) vide GLADA letter No. CA/GLADA/LDH/2024/326 dated 13.02.2024 and License under PAPRA Act, 1995 vide License No. 18/2024 vide endst.No. CA/GLADA/LDH/2024/788 dated 28.03.2024.
On perusal of the project report submitted by the industry, the project proponent has submitted following proposals :- 1. The project proponent has proposed to construct a commercial complex consisting 78 Commercial Shops and 2 restaurants at village Bondli, Tehsil Samrala. 2. As per maps approved by the GLADA the total land area of the project is 24239.36 Sq. Meters (5.9875 Acres) and built up area is 17733.85 Sq. Meters. 3. There will be 62 KLD generation of effluent (47 KLD from Flushing System + 15 KLD from Domestic use) from the project, out of which 47 KLD will be used for flushing purposes and 15 KLD for on to land for plantation after treatment in STP. 4. The project proponent has earmarked Appox. 1300 Sq. Meters area for plantation to dispose off the treated domestic effluent. 5. The project proponent has submitted feasibility report for installation of STP from M/s TERRASYN INITIATIVES, 587, Urban Estate, Phase-2, Patiala. 6. The project proponent has submitted approved building plans from GLADA. 7. As per undertaking submitted by the PP, it will install the mechanical composter to handle the Wet Waste.
Accordingly, the site of the project was visited by RO on 16.04.2024 and it was reported as under:- 1. The proposed site is located on left side on Ludhiana-Chandigarh Road at village Bondli (Near H.P. Petrol Pump) opp. Over bridge. 2. The project proponent has constructed almost half of the length of boundary wall. 3. The construction of the project has not been started yet.
Total Proposed covered area of block-1 and Drive through/ restaurant-1:- 17483.41 sq. mts
Drive through/ restaurant-2 :- 235.20 sq. mts
Check post :- 9.29 sq. mts
CTPT Room : - 5.95 sq. mts
So, Proposed Built up area is (17483.41+ 235.20 +9.29 +5.95) = 17733.85 Sq. Meters
RO recommended that the Project Proponent may be granted consent to establish (NOC) under the provisions of the Water Act, 1974 & the Air Act, 1981 for one year with appropriate conditions with special conditions that:- 1. The PP shall comply with CPCB guidelines for utilization of treated effluent in irrigation/ plantation and shall develop the adequate plantation area simultaneously with the project to dispose of the treated domestic effluent. 2. The PP shall provide the STP to treat the effluent simultaneously with the project. 3. The PP shall provide the vermicomposting facility / Mechanical Composter for disposal of organic solid waste generated from the project. 4. Project Proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 5. Project Proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 6. Project Proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. 7. The project proponent shall properly handle and manage the solid wastage as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 8. The PP shall obtain the consents of the Board under the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and the authorization under the Hazardous and Other Waste (Management and Transboundary Rules), 2016 prior commissioning of the project.
Building Construction Project (Shopping Mall)- Not covered under EIA Notification.
In view of the above, it is recommended that the Project Proponent may be granted consent to establish (NOC) under the provisions of the Water Act, 1974 & the Air Act, 1981 for one year with special conditions as proposed by RO and additional condition that the project proponent shall provide aduquate storage arrangements for effluent @ 47 KLD for re-using for flushing purposes.
