It is intimated that the Project Proponent has applied for obtaining consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment of new unit for the manufacturing of Pellets @ 5 TPH from Paddy Straw 28800 MT/Year as raw material through online.
The industry is small scale orange category unit and the Project Proponent has deposited Rs. 5600/- vide UTR No. P109240316879913 & Rs. 5600/- vide UTR No. P109240316880126 dated 18.04.2024 as NOC fee (including Form Fees) against gross value of fixed assets of Rs. 423.62 Lakhs against the value of project mentioned in project report submitted by the industry and same is adequate for one year period. As per project report the process proposed by the industry is as under:- Paddy Straw > Drying >Chipping > Grinding > Mixing > Pelleting > Cooling > Screening
The Project Proponent has submitted requisite documents along with the application which can be pursued.
The Project Proponent has submitted certificate issued by DTP, Jalandhar vide letter no. 1642 dated 03/10/2023 and reproduced as under:-
1) ਇਹ ਸਾਈਟ ਪਿੰਡ ਬੁੰਡਾਲਾ ਤੋ ਪਿੰਡ ਭਾਰਤਵਾਜ ਨੂੰ ਜਾਂਦੀ ਲੰਿਕ ਸੜਕ ਤੋ ਲਗਭਗ 920 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਪਾਸੇ ਜਾਂਦੇ 11 ਫੁੱਟ ਚੋੜੇ ਕੱਚੇ ਰਸਤੇ ਤੋ ਲਗਭਗ 150 ਫੁੱਟ ਦੂਰੀ ਤੇ ਸੱਜੇ ਪਾਸੇ ਪਿੰਡ ਬੁੰਡਾਲਾ (ਹ.ਬ.ਨੰ. 27) ਤਹਿ ਫਿਲੋਰ, ਜਿਲ੍ਹਾ ਜਲੰਧਰ ਦੀ ਰੈਵੀਨੀਊ ਅਸਟੇਟ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਦਾ ਰਕਬਾਂ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾ ਅਨੁਸਾਰ 0.7472 ਏਕੜ ਹੈ। ਮੋਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਸਾਈਟ ਖਾਲੀ ਹੈ।
2) ਸਾਈਟ ਨੂੰ ਅਪਰੋਚ ਮੋਕਾ ਰਿਪੋਰਟ ਅਤੇ ਪ੍ਰਾਰਥੀ ਵੱਲੋ ਦਿੱਤੇ ਗਏ ਅਕਸ ਸ਼ਜਰੇ ਅਨੁਸਾਰ 11’ - 0” ( 2 ਕਰਮ) ਚੋੜੇ ਕੱਚੇ ਰਸਤੇ ਤੋ ਲਈ ਗਈ ਹੈ। ਵਿਭਾਗੀ ਗਾਈਡਲਾਈਨਜ਼ ਅਨੁਸਾਰ ਸਾਈਟ ਨੂੰ 4 ਕਰਮ ਰੈਵੀਨੀਉ ਰੋਡ ਤੋ ਪਹੁੰਚ ਲੋੜਿੰਦੀ ਹੈ, ਜਿਸ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਪ੍ਰਾਰਥੀ ਦੀ ਸਾਈਟ ਦੀ ਨਹੀ ਕਰਦੀ ਹੈ। ਪਰ ਪ੍ਰਾਰਥੀ ਵੱਲੋ ਸਵੈ ਘੋਸ਼ਣਾ ਪੱਤਰ ਦਿੱਤਾ ਗਿਆ ਹੈ ਕਿ ਉਹ ਪਿੰਡ ਬੁੰਡਾਲੇ ਤੋ ਪਿੰਡ ਭਾਰਤਵਾਜ ਨੂੰ ਜਾਂਦੀ ਲੰਿਕ ਸੜਕ ਤੋ ਸਾਈਟ ਤੱਕ ਜਾਂਦੇ 11 ਫੁੱਟ ਕੱਚੇ ਰਸਤੇ ਨੂੰ ਰੈਵੀਨੀਉ ਵਿੱਚ 4 ਕਰਮ ਚੋੜਾ ਕਰਨ ਲਈ ਇੰਦਰਾਜ ਕਰਵਾਉਣ ਉਪਰੰਤ ਅਗਲੇਰੀ ਕਾਰਵਾਈ ਕਰਨ ਦਾ ਪਾਬੰਦ ਹੋਵੇਗਾ। ਜਿਸ ਸਬੰਧੀ ਸਰਕਾਰ ਦੀ ਨੋਟੀਫੀਕੇਸ਼ਨ ਨੰਬਰ 13/41/2021-6H2/2684 ਮਿਤੀ 19.10.2022 ਰਾਹੀਂ ਜਾਰੀ ਹਦਾਇਤਾਂ ਵਿੱਚ ਦਰਜ ਵਿਭਾਗੀ ਗਾਈਡਲਾਈਨਜ਼ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਕਰਨ ਉਪਰੰਤ ਬਿਲਡਿੰਗ ਪਲਾਨ/ਬਿਲਡਿੰਗ ਦੀ ਕੰਪਾਉਡਿੰਗ ਅਤੇ ਕੰਪਲੀਸ਼ਨ ਸਰਟੀਫੀਕੇਟ ਦੀ ਪ੍ਰਵਾਨਗੀ ਕੰਪੀਟੈਂਟ ਅਥਾਰਟੀ ਡਾਈਰੈਕਟਰ ਫੈਕਟਰੀਜ਼, ਪੰਜਾਬ ਵੱਲੋ ਜਾਰੀ ਕੀਤੀ ਜਾਣੀ ਹੈ।
3) ਇਹ ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਨੂਰਮਹਿਲ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਮਾਸਟਰ ਪਲਾਨ ਨੂਰਮਹਿਲ ਬਣਨ ਦੀ ਸੂਰਤ ਵਿੱਚ ਸਾਈਟ ਵਾਲਾ ਰਕਬਾ ਰੂਰਲ$ਐਗਰੀਕਲਚਰ ਜ਼ੋਨ ਵਿਚ ਆ ਸਕਦਾ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨੋਟੀਫੀਕੇਸ਼ਨ ਨੰਬਰ PS/PSHUD 206 ਮਿਤੀ 12.11.2021 ਅਨੁਸਾਰ :- ਰੂਰਲ ਅਤੇ ਐਗਰੀਕਲਚਰਲ ਜ਼ੋਨ ਵਿਚ ਓਰੇਂਜ ਕੈਟਾਗਰੀ ਇੰਡਸਟਰੀ ਦੀ 15 ਪੱਕੇ ਘਰਾਂ ਵਾਲੀ ਅਬਾਦੀ ਤੋ ਘੱਟੋ ਘੱਟ ਦੂਰੀ 100 ਮੀਟਰ ਅਤੇ 50 ਪੱਕੇ ਘਰਾ ਵਾਲੀ ਅਬਾਦੀ ਤੋਂ ਦੂਰੀ 250 ਮੀਟਰ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ। ਮੋਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਸਾਈਟ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ 15 ਪੱਕੇ ਘਰਾਂ ਵਾਲੀ ਅਬਾਦੀ ਅਤੇ 250 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ 50 ਪੱਕੇ ਘਰਾਂ ਵਾਲੀ ਅਬਾਦੀ ਨਹੀ ਪੈਂਦੀ ਹੈ। ਵਿਭਾਗੀ ਗਾਈਡਲਾਈਨਸ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਉਪਰੰਤ ਵਿਸ਼ੇ ਅਧੀਨ ਐਕਟੀਵੀਟੀ ਆਗਿਆ ਯੋਗ ਹੈ। ਜੇਕਰ ਮਾਸਟਰ ਪਲਾਨ, ਨੂਰਮਹਿਲ ਨੋਟੀਫਾਈਡ ਹੋਣ ਉਪਰੰਤ ਪ੍ਰਾਰਥੀ ਦੀ ਇਕਾਈ Non Confirming Land use Zone ਵਿੱਚ ਆਉੱਦੀ ਹੈ ਤਾਂ ਪ੍ਰਾਰਥੀ“Punjab Regional and Town Planning and Development Act, 1955” d/ Section-79 ਅਤੇ ਬਾਕੀ ਦੇ ਬਾਰੇ ਉਪਬੰਧਾ ਨੂੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੇਗਾ।
ਨੋਟ:- ਇਹ ਸੂਚਨਾ ਕੇਵਲ ਆਪ ਵੱਲੋ ਇਸ ਦਫਤਰ ਵਿਖੇ ਜਮਾਂ ਕਰਵਾਏ ਗਏ ਦਸਤਾਵੇਜਾਂ (ਰੈਵੀਨੀਊ, ਲੋਕੇਸ਼ਨ ਪਲੈਨ ਆਦਿ) ਦੇ ਅਧਾਰ ਤੇ ਮਾਸਟਰ ਪਲੈਨ ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਸਾਈਟ ਦਾ ਲੈਂਡ ਯੂਜ਼ ਕਲਾਸੀਫੀਕੇਸ਼ਨ ਦੱਸਣ ਦੇ ਸਬੰਧ ਵਿੱਚ ਹੈ। ਇਸ ਸੂਚਨਾ ਨੂੰ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਦੇ ਸੀ.ਐਲ.ਯੂ./ਐ.ੳ.ਸੀ. ਅਤੇ ਸਾਈਟ ਉਪਰ ਬਣੀ/ਬਣਨ ਵਾਲੀ ਬਿਲਡਿੰਗ ਦੀ ਮੰਨਜੂਰੀ ਨਾ ਸਮਝਿਆ ਜਾਵੇ।
The site was visited by officer of this office on 02.05.2024 and observed that the industry has not started any civil construction work at the site. The industry has proposed to install 1 No. DG set of capacity 15 KVA with canopy. Industry has proposed to install one rotary drum dryer along with Multi Cyclone Separator, Bag Filter as APCD and common dust collector with chipping/grinding section. There will be no generation of any trade effluent only domestic effluent will be discharged onto land for plantation after septic tank. The project proponent has not submitted detailed feasibility report of proposed APCD, however, have mentioned about the same in the project report submitted by it. The project proponent has submitted that it will submit completion certificate of APCD alongwith detailed drawing before commissioning the unit at the time of applying CTO.
Recommendations:- In view of above and the fact that Govt. is actively pursuing establishment of new pelletization plants for managing the paddy stubble which is a huge cause of concern w.r.t air pollution in the region, it is recommended that consent to establish (NOC) from pollution angle may be granted to the Project Proponent for one year with suitable conditions and special condition that:-
1. The Project Proponent shall not commission without the prior permissions of the Board.
2. The Project Proponent shall provide adequate arrangements for controlling dust from the process.
3. The Project Proponent shall submit building plan approved under Factory Act, 1948.
4. The Project Proponent shall plant adequate trees around the boundary of the unit.
