Sir, the industry is a small scale red category unit engaged in manufacturing of Bicycle Tubes @ 10000 Numbers/day by using raw material as China Clay @ 1600 Kgs/day & Raw Rubber @ 800 Kgs/day.
Earlier, it was granted 'Consent to Operate' under the Water Act, 1974 and the Air Act, 1981 both valid upto 30/06/2019 under the name & style of M/s National Rubber Industries, D-144, Phase-IV, Focal Point, Ludhiana.
Earlier, the industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 28.03.2024 w.r.t notice to issue directions u/s 33-A of the Water Act, 1974 and u/s 31-A of the Air Act, 1981, wherein, it was decided as under:-
1. The industry shall not discharge any trade effluent and only domestic effluent will be discharged into sewer.
2. The industry shall provide proper sampling arrangements with stack of APCD of package boiler of capacity 2 TPH, within 15 days.
3. The industry shall submit analysis report of air emissions from Board's lab, within 15 days.
4. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for its new premises i.e. C-123, within 15 days.
5. The Environmental Engineer, Regional Office-1, Ludhiana shall verify compliances submitted by industry, collect air emission sample and process consent applications on merits.
6. Directions u/s 33-A of the Water Act, 1974 and u/s 31-A of the Air Act, 1981 be confirmed for disconnection of electric connection at premises D-144 & Regional Office shall ensure compliance of directions.
In compliance, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents.
The industry was visited by RO on 16.04.2024 and it was reported as under:-
1. The industry was in operation and engaged in Manufacturing of Bicycle Tubes @ 10000 Numbers/day by using raw material as China Clay @ 1600 Kgs/day & Raw Rubber @ 800 Kgs/day.
2. The manufacturing process of the industry is Raw Material – Mix with China clay + Rubber processing oil & Chemicals – Extruding - Heating – Joint – Ready – Packing – Dispatch.
3. The industry has installed one wood fired package boiler of capacity 2 TPH with cyclone separator as APCD.
4. It has provided proper sampling arrangements with stack of APCD of package boiler.
5. During visit, stack sample was collected and as per analysis received from Board’s lab, SPM is reported as 95 mg/Nm3 against the prescribed standards of 500 mg/Nm3.
6. The industry has installed 1 no. DG set of capacity 200 KVA which is attached to stack of adequate height with canopy.
7. There is no source of trade effluent & only domestic effluent is being discharged into sewer.
8. The industry has submitted approved building plans on 02.04.2024 by Er. Adarsh Vir Gupta, Competent person under Factories act, 1948. The site of the industry falls in the Industrial Focal Point as per Master Plan of Ludhiana.
Deposited consent fee is adequate upto 30/06/2031.
In view of the above, it is recommended that 'Consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2030 with suitable conditions as per policy of the Board, please. (Category - Small, Red) (Competency -SEE)
