Sir, the industry was granted consent to operate under the Water Act, 1974 and Air Act, 1981 both valid upto 31/03/2024 for manufacturing of Auto Parts @ 2 T/day, Machined Parts for job work @ 1.5 T/day, Heat Treatment @ 8 T/day.
Now, the industry has applied for obtaining renewal of 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operating the industry on double shift basis. The industry has earlier deposited consent fee against the un-depreciated fixed assets of Rs. 1369.881 Lacs as on 31/01/2024 CA Certificate dated 15/02/2024, which is adequate upto 31/03/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting penalty charges. The industry has also deposited NOC regularization fee for increase in the fixed assets. The industry was visited by RO and it was reported as under: 1. The industry was in operation. 2. The manufacturing process of the industry is as under: Raw material – Machining - Heat Treatment in furnace - Pre-washing – Degreasing - Post-Washing - Dispatch 3. The industry has tool room in which dry processes such as CNC machining, cutting, grinding etc. is being done. There is no trade effluent generation from this section. 4. It has installed 4 no. Seated Quench Furnaces (2x 350 Kg/lot, 2 x 600 Kg/lot), 3 no. tempering Furnaces with sealed quenching, 2 no. Preheating Furnace of capacity 350 Kg/lot & 600 Kg/lot, 1 no. Tempering cum preheating of capacity 600 kg/lot, 2 no. Gas Carbonizing Furnace of capacity 500 kg/lot each, Tempering Furnaces with gas carburizing furnaces of capacity 500 kg/lot and Induction Hardening Furnace. All the furnaces are based on electricity as fuel. 5. No fossil fuel is used in furnaces and emissions generated due to burning/heating of LPG is collected and dissipated through Hood followed by ducts and stack. 6. It has installed a water meter on freshwater supply and its reading during the visit was 93.64 KL. The effluent is generated from the three washing machines installed with furnaces and barreling section, for which, the Underground tank has been provided for collection of effluent. The effluent is lifted to CETP-operator for its treatment. 7. It has signed an agreement with CETP operator for lifting of effluent @ 8000 ltr/month. 8. Lastly, the industry has lifted effluent @ 7500 ltr to CETP operator vide manifest no. 508320 dated 20.04.2024. 9. The industry falls in the designated Industrial Area i.e. Focal point, Ludhiana. 10. The industry has installed 3 no. D.G sets of capacity 500 KVA each with canopies and adequate stack height. 11. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31/03/2029 with suitable conditions as per policy of the Board, please.
