File Note: 1. It is intimated that the industry is a small scale orange category Rice sheller unit. 2. Earlier, the rice sheller was granted consent to establish/NOC under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 Vide No. CTE/Fresh/JAL2/2023/22862699 dated 25.07.2023 valid upto 24.07.2024 for the production of raw rice with drier @ 6 TPH sortex rice @ 6 TPH as raw material with suitable conditions mentioned therein. 3. Now, the rice sheller has applied for fresh consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board. 4. The rice sheller has deposited Rs. 54000/- vide UTR No POD019264582 dated 22.04.2024 under Water (Prevention & Control of Pollution) Act, 1974 & Rs. 54000/- vide UTR No POD019264737 dated 22.04.2024 under Air (Prevention & Control of Pollution) Act, 1981. Adequate upto 30.06.2029. The industry was visited by officers of this office on 09.02.2024 and it was observed as below:- • The industry was in operation during the visit and engaged in manufacturing of Rice. • During the visit it was observed that industry has installed 01 shelling section and 01 dryer section. The industry has provided cyclone as APCD with shelling section and dryer section separately but has not provided sampling arrangements. The blower provided with shelling section was under repair, the APCD provided were not in operation. The stack heights were also found inadequate. • The industry has not covered the heap of husk with HDPE warp knitted fabric. • The industry has not provided plantation area along the boundary walls. • There is no proper disposal of rice husk ash as it is lying at site. The Rice sheller was issued with Show cause notice for violations vide letter no. 406 dated 15.03.2024. In reference to show cause notice the industry has submitted reply in which it is mentioned that they have applied for consents and removed all the discrepancies and are complying & requested for grant of CTO under water (Prevention & control of pollution) Act 1974 & Air (Prevention & Control of Pollution) Act, 1981. The Rice sheller was again visited by officer of the Board on 03.05.2024 to process the application and to verify the contention of the unit regarding compliance. • The Sheller was not in operation at the time of visit. • The industry has stabilized movement area and now planted plants along the boundary wall within its premises. The representative was guided to provide more plants. Now industry has repaired blower with the shelling section and provided sampling arrangement with shelling section and dryer section. • The domestic effluent is being discharged onto land for plantation after septic tank. • The industry has provided Sheets in front of rice husk discharge area. Keeping in view of above, it is recommended that consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the rice sheller upto 30.09.2028 with suitable condition. 1. The industry will comply with code of practice prescribed by secretary to Government of Punjab, Department of Science Technology and Environment issued by no. 1532 dated 15.10.2013. 2. The rice sheller will obtain necessary permission from Central Ground Water Authority for extraction of ground water. 3. The industry shall install or upgrade the air pollution control device to achieve the amended emission standards, if any amendment made. (Competency – Environmental Engineer)
