File Note: It is submitted that the hospital was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/22156985 dated 18.07.2023 valid upto 31/03/2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2022/18785525 dated 29/06/2022 having validity upto 31/03/2027, for operation of Dental College/Hospital having Dental Chairs @ 100 Numbers/Days and generation of effluent @ 30 KLD, subject to certain condition as mentioned therein. Now, the hospital has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 with same capacity alongwith requisite documents. As per the record, earlier consent fee deposited by the hospital is adequate upto 31/03/2027 under Water (Prevention & Control of Pollution) Act, 1974. The HCF has made an agreement with M/s Rainbow Environments Pvt. /Ltd., Village Balyali, Tehsil Kharar on 14/05/2019 which is valid upto 13/05/2024 for operating 100 chairs in its facility. The HCF was visited by the AEE (Er. Silvia Gupta, O/s) of the Board on 30.04.2024 and it was observed as under:- 1. The HCF was in operation during the visit. 2. The HCF has installed 3 nos. of borewell as the source of fresh water. 3. The HCF has installed ETP-cum-STP of capacity 30 KLD for treatment of domestic effluent and effluent generated from dental chairs, lab etc. has provided adequate plantation area for disposal of the same, as such, the arrangement made by the hospital for treatment and disposal of effluent are adequate. 4. The HCF has submitted analysis results of effluent sample got collected & analyzed by M/s Evapo Tech Technical Service and Consultants on 07.03.2024 and analysis results are given as under: pH= 7.3, TSS= 37 mg/l, TDS=685 mg/l, COD= 60 mg/l, BOD=21 mg/l, Oil & Grease = 1.4 mg/l. As per analysis results all the parameters are within the prescribed limits of the Board. 5. The HCF is maintaining proper record regarding operation and treatment of effluent. 6. The HCF is maintaining the record of bio-medical waste being lifted by the CBWTF operator. In view of the above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be renewed to the HCF for operation of Dental College/Hospital having Dental Chairs @ 100 Numbers/Days, for 31.03.2027 with usual conditions and additional condition that: - 1. The HCF has submitted effluent analysis results from Board’s lab within one month. 2. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. 3. The HCF shall ensure to comply with the effluent standards as notified and Water (Prevention & Control of Pollution) Act, 1974 amended upto date and subsequent amendments if any. 4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 5. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 6. There is no claim of continuation of hospital in present premises on the basis of this consent. The hospital has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 7. The HCF will maintain proper record of generation and lifting of bio-medical waste. 8. The HCF shall obtain other statutory approvals required from other departments, if any.
