File Note: It is submitted that the hospital has applied for obtaining consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 25 beds and domestic effluent @ 15 KLD) along with Request Letter, Agreement made with CBWTF valid up to 05/12/2028. The hospital has deposited Rs. 6000/- vide UTR/Ref. No. IOBAN23326192619 dtd 22/11/2023 under Water Act, 1974, Rs. 500/- vide UTR/Ref. No. IOBAN23326193161 dtd 22/11/2023 as application form fee, Rs. 1000/- vide UTR/Ref. No. IOBAN23326193027 dtd 22/11/2023 as NOC regularization fee and Rs. 6000/- vide UTR/Ref No. IOBAN23326192288 dated 22/11/2023 under Air Act, 1981, which is adequate up to 31/12/2029. 1. The hospital has submitted completion certificate regarding installation of STP of capacity @ 15 KLD consisting of Tube Settler – Filtration Tank – Filtration Pump – Aeration Tank – Pressure Sand Filter - Activated Carbon Filter and Sludge Drying Beds – Outlet. 2. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 25 no. beds valid upto 05.12.2028. 3. The hospital has submitted a building plan sanctioned by Executive Officer, Nagar Panchayat, Rajasansi. The Hospital was visited by undersigned on 04/05/2024 and observed as under: - 1. The Hospital comprising of 25 beds, OT and Lab and is engaged in providing medical health services. 2. The Hospital has installed STP to treat effluent being generated from the hospital premises, within STP installed by the hospital was not in operation. 3. The hospital has HCF has not provided any plantation/irrigation/gardening area for discharging treated effluent after STP and has provided outlet of the STP to discharge treated effluent in open land in adjoining plot. 4. The hospital has installed D.G. set of capacity 45 KVA, which was not fitted with canopy and stack of adequate height. It is further intimated that the hospital is violating the provisions of Water Act, 1974 and Air Act, 1981. Keeping in view of above, it is recommended that consent application applied under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 by the hospital may be refused due to violations observed during visit.
