It is submitted that the subject cited industry is a storage depot and is engaged in the storage, handling & dispatch of HSD CLASS B @ 998 kilo litre/day and MS & HSD CLASS A & B @ 140 Kilo Litre/day. Accordingly, the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/SGR/2019/10117641, dated 30/07/2019 and under the Air Act, 1981 vide no. CTOA/Renewal/SGR/2019/10117619, dated 30/07/2019, both valid up to 30/09/2024, as a facility for storage, handling & dispatch of MS & HSD subject to certain conditions mentioned therein.
Further, the industry was also granted consent to establish (CTE) by the Board vide no. CTE/Exp/SGR/2022/17713824 dated 02/03/2022, valid up to 01/03/2023 to construct rest rooms and to up-grade/ add firefighting equipments to increase safety.
Further, the industry was also granted extension in consent to establish (CTE) by the Board vide no. CTE/EXT/SGR/2023/20922221 dated 07/03/2023, valid up to 01/03/2024 to construct rest rooms and to up-grade/ add firefighting equipment’s to increase safety.
Now, the industry (depot) has applied for obtaining Varied consent only for upgradation of firefighting systems. Ther is no construction of rest room and admin block. The industry has also deposited Fee for varied consent as mentioned at serial no. VII, against the varied consent, which is adequate as per the policy of the Board dated 29/10/2018.
Accordingly, the storage depot was visited by the AEE of this office on 25.04.2024 to verify the compliance of earlier granted consent conditions. During visit, it was observed as under: -
1. The unit is a storage depot of HSD and MS having capacity 998 and 140 KL.
2. The unit is having 2 nos storage tanks of capacity 499 KL each and 2 nos. of underground tanks of MS of capacity 70 KL each.
3. During visit, the water tank for firefighting system was found completed.
4. No construction for the proposed rest rooms was done.
5. These tanks were found empty during visit. The representative of the storage depot has informed that the tankers carrying MS & HSD arrive at the depot are sent directly to filling stations without any storage in the tanks installed in the premises. Presently, no MS & HSD is stored in the depot.
6. The industry has provided 2 nos. D.G sets of capacity of 82.5 KVA each equipped with canopy and stack of adequate height.
7. There will be no generation of trade effluent and only domestic effluent is being discharged onto land after passing through septic tank.
It is worth to mention here that the industry has only upgraded firefighting system. No rest rooms in its premises for visitors, truck drivers & admin block is constructed and no enhancement in storage capacity for MS & HSD of the depot has been done Further,
Further, there will be around 50 visitors daily for which rest room has been proposed. There will be generation of domestic effluent @ 1.6 From the proposed rest rooms & same will be discharge onto land for plantation after passing through septic tank.
Therefore, the industry is found complying with the conditions of the previous CTE granted under the Water (Prevention and Control of Pollution) Act, 1974 & under the Air (Prevention and Control of Pollution) Act, 1981.
In view of facts mentioned above, if approved, recommendations may be sent to SEE, ZO-II, Patiala for grant of varied consent by the Board upto 30.06.2029 for the upgradation of firefighting system with same conditions mention in the previous CTO.
